International programs and competitions

The European Union Framework Programme for Research and Innovation "Horizon Europe" (2021-2027) is the largest European Union (EU) programme for funding science and innovation with a total budget of over 95.5 billion euros. The "Horizon Europe" programme is a continuation of the EU's eighth framework programme for research and innovation "Horizon 2020".

The aim of the "Horizon Europe" programme is to jointly overcome new global challenges, develop advanced science, support world-class research, and implement innovations to enhance Europe's competitiveness.

Participation in the "Horizon Europe" programme allows the use of European competitive funding instruments and grant support, provides conditions for conducting joint research with partners from EU member states and associated countries, grants access to the research infrastructure of EU member states, and promotes the development of material and technical base in Ukraine.

Ukraine's participation in the EU framework programmes for research and innovation is one of the strategic components of international scientific, scientific-technical, and innovation cooperation and part of the implementation of the Association Agreement between Ukraine and the EU.

Calls for proposals under the European Union "Horizon Europe" programme are announced regularly throughout the programme's duration. The list of currently open calls can be found here.

In addition to the calls announced and conducted directly within the "Horizon Europe" programme, Ukrainian participants can also apply for funding and support within re-granting calls (calls conducted within current projects), as well as participate in tenders and serve as experts for submitted proposals according to their professional field and experience.

The Euratom program primarily uses the same tools and participation rules as Horizon Europe. It focuses on nuclear fusion, nuclear safety, radiation protection, radioactive waste management, and decommissioning.

The Euratom program complements the objectives of the Horizon Europe program, particularly in the context of the energy transition, and also supports the implementation of the European roadmap for nuclear fusion.

In particular, the current program places a strong emphasis on the non-energy applications of nuclear technologies. In this regard, the medical field is the most prominent, which is why Euratom supports the European Cancer Plan (for example, ionizing radiation used for diagnosis and therapy). There is also great potential in applying high-energy physics in fields such as agriculture, the environment, and space.

A program primarily aimed at strengthening Euro-Atlantic and international security by applying the best scientific and technical knowledge and expertise to decision-making on issues of mutual interest to the North Atlantic Treaty Organization and its partners. The program promotes the enhancement of NATO and partner countries' security by pooling the efforts of the global community to overcome contemporary security challenges and ensure stability in the world.

The SPS Program supports scientific cooperation through established grant mechanisms that provide funding for multi-year projects and individual activities. Each project supported by a grant must be aimed at at least one of the key priorities of the SPS program:

Long-term MYP projects are research and development projects that allow scientists from NATO member countries and partner countries to collaborate on applied research and development, as well as capacity-building projects that lead to new achievements in civilian science with practical applications in the fields of security and defense. Such projects enable participants to expand contacts in scientific fields while simultaneously building a stronger scientific infrastructure in their countries. Sustainable development is ensured through the involvement of end users who provide advice and guidance throughout the duration of the projects to facilitate the use and implementation of results. Preference is given to projects involving more than one NATO country and one partner country, as well as those involving young researchers.

The total project budget ranges from 250,000 to 400,000 euros over the entire duration of its implementation. Project funds cover expenses related to specific stages of project execution, as well as expenditures for scientific equipment, computers, software, project staff training, and travel. MYP grants also support young researchers through scholarships.

SPS program competitions are announced three times a year, with publications on the program website, and notifications sent individually to those subscribed to the program newsletter.

Since its founding, the main focus of CRDF Global has been cooperation with the global scientific community to strengthen the security position of the United States and promote alternatives to research. CRDF Global is one of the leading strategic capacity-building programs in the field of security, particularly in areas such as chemical, biological, radiological, and nuclear threats, counterterrorism, cybersecurity, digital resilience, and healthcare security. CRDF Global and networks of local communities and government stakeholders implement programs tailored to specific regions that support U.S. security interests in over 120 countries worldwide.

In Ukraine, the representation of the U.S. Civilian Research and Development Foundation (CRDF Global) funds a program supporting Ukrainian scientists by providing grants for publishing articles in peer-reviewed scientific journals or attending international scientific events – conferences, seminars, trainings, etc.

Financial support is provided to scientists, engineers, and technical specialists working in aerospace research, materials science and advanced materials, artificial intelligence and quantum computing, nuclear physics, other fields of modern physics and chemistry, as well as related areas of scientific research and development.

The Simons Foundation is one of the largest private charitable foundations in the United States. The purpose of the Simons Foundation is to advance the boundaries of research in mathematics and fundamental sciences. The Foundation provides grant funding and support for fundamental research in four fields of science: mathematics and physical sciences, life sciences, autism and neuroscience, as well as science, society, and culture.

In response to the ongoing war in Ukraine, the Simons Foundation has launched an emergency program to support Ukrainian scientists in the natural sciences by providing grants that will be used as a supplement to the monthly salaries of researchers and will ensure the sustainability of the scientific activities of fellows and educational institutions during the war.

The Alexander von Humboldt Foundation (Alexander von Humboldt-Stiftung) is an independent foundation established to support highly qualified researchers regardless of their field or nationality by providing individual research fellowships and awards for conducting scientific research in the Federal Republic of Germany and establishing scientific connections with researchers from various countries.

Annually, about 600 research fellowships are awarded on a competitive basis by a selection committee. Researchers of all nationalities from all fields of knowledge can participate in the competition. There are no quotas regarding scientific specialties or countries: the sole selection criterion is the scientific qualification of the applicant. The duration of the fellowship is 6-12 months, with the possibility of extension up to 24 months.

Knowledge of the German language is not mandatory for participation in the competition. During their stay in the FRG, foreign researchers are offered the opportunity to learn German at one of the Goethe-Institut branches in Germany if they wish. The foundation also provides financial support for participation in scientific conferences in other European countries and supports the arrival of fellows' families to Germany.

CERIC is a European Research Infrastructure Consortium (ERIC) that unites and provides open access to the most advanced scientific equipment and computing capabilities in Europe, promoting the development of science and industry in the fields of materials science, biophysics, and nanotechnology, with a focus on energy materials and life sciences. With a single point of entry to some of the leading national research infrastructures in 8 EU countries, it enables innovative solutions to societal challenges in the areas of energy, healthcare, nutrition, cultural heritage, and more.

Access to all CERIC facilities is open to researchers worldwide. Proposals for conducting research using the consortium's equipment can be submitted twice a year following the announcement of the respective calls. The expert evaluation system ensures competitive free access to over 60 available installations. The only condition for free open access is the publication of experimental results.

Access to CERIC infrastructure is open to scientists from Ukraine.

The Korean International Cooperation Agency (KOICA) is a South Korean government agency established in 1991 by the Ministry of Foreign Affairs of South Korea. It provides grant aid and technical support to developing countries. In 2022, KOICA opened an office in Ukraine in accordance with the Korean government's policy to expand assistance and cooperation with our country.

Currently, within the framework of cooperation with KOICA, training is planned for civil servants, heads of state enterprises, institutions, and organizations as part of the implementation of:

capacity development programs (CIAT);

the Knowledge Sharing Program (KSP);

the Official Development Assistance (ODA) program.

ScienceForUkraine is a non-governmental organization led by volunteer researchers and students from academic institutions in Europe and around the world. The main focus of the initiative is to support the Ukrainian academic community in overcoming the consequences of the war with Russia, as well as to help ensure the continuity of Ukrainian science and strengthen its presence on the international scientific stage.

Science at Risk is a digital platform and community created to support Ukrainian scientists affected by Russian aggression. The project helps promote their expertise, facilitates international cooperation, protects the country's research potential, and provides grants for the development of scientific communities.

The network unites researchers to exchange experiences and jointly solve problems caused by the war (loss of equipment, destruction of institutions). It also provides training programs for scientists and scientific communities to acquire skills in writing grant applications, finding funding opportunities, strategic planning, obtaining mentoring support, and partial grant funding for the implementation of international projects.

The ambition of the PIANOFORTE Partnership is to improve radiological protection of members of the public, patients, workers and the environment in all exposure scenarios and provide solutions and recommendations for optimized protection in accordance with the Basic Safety Standards. Research projects focusing on identified research and innovation priorities will be selected through a series of three competitive open calls.
The input to define the research priorities will be based on the priorities defined in the Joint Road Map (JRM) developed during the H2020 CONCERT EJP but also on the results of ongoing H2020 projects and on the expectations expressed by other actions carried out in other European programmes, in particular the SAMIRA action plan. High priority will be dedicated to medical applications considering that 1) medical exposures are, by far, the largest artificial source of exposure of the European population and 2) the fight against cancer is a top priority of the present European Commission. In order to ensure an appropriate continuity in the research goals and methodologies, in line with the contents of the CONCERT JRM, two other priorities have been identified to further understand and reduce uncertainties associated with health risk estimates for exposure at low doses in order to consolidate regulations and improve practices and to further enhance a science-based European methodology for emergency management and long-term recovery.
Once the research priorities are defined, the open call system will promote excellence in science and widening participation through a process open to the whole radiation protection community. Beyond the research actions, the selected projects will be able to benefit from the system of sharing and mutualization of infrastructures that will be implemented at the European level. This will be accompanied by education and training schemes for health workforce and young scientists to increase Europe’s research capacity in the field.

Over the last decade, extensive research networks, infrastructures, satellite instruments, and atmospheric models have been developed, making it possible to obtain a holistic view of the effects of clouds and aerosols on climate and weather. CERTAINTY will capitalise on this available data together with advanced algorithms, machine learning and data assimilation methods, high resolution models, and Earth system models to bring the fundamental knowledge of interactions between clouds, aerosols, and radiation to a new level. CERTAINTY will bring the observation-based knowledge to be used in modeling frameworks to improve predictive models and knowledge of processes controlling aerosols, clouds, and their interactions from hours to decades. The ultimate outcome will be better understanding and predictions of extreme events that facilitates planning of climate mitigation/adaptation strategies for the good of European citizens and global BLOOM aims to develop and demonstrate extraction and processing technologies to facilitate exploitation of the primary raw critical raw materials. For this, collaboration with both Ukraine and Canada is envisioned (2 and 3 partners from these countries respectively); clustering activities are envisioned through key partners and a business case and exploitation strategy. BLOOM will tackle the challenges through its Strategic Objective which is to facilitate exploitation of the primary CRM (minerals and metals only) for the EU to strengthen the EU supply chains, by increasing the efficiency on extraction and processing with a smart and modular solids analysis system consisting of an online mineral liberation analysis, which enables the integration on mining sites of advanced control loops in different stages of the processing, based on ML and AI techniques, or data-driven extraction operations based on accurate mineralogy information from the site. These actions are oriented to lowering the costs of extraction and processing, increasing the financial viability, thus also contributing to making profitable low-grade deposits, giving access to new supplies.

The main objective is the further development of the Generalized Retrieval of Aerosol and Surface Properties (GRASP) algorithm for joint inversions of different remote sensing instruments that allow advanced synergistic retrievals of atmosphere and surface properties. The objectives aim to address the challenge that measurements from a single space-borne instrument are always limited in one way or another. This seriously limits the possibility of advanced atmospheric and surface characterizations from space measurements. In this regard, the synergy of different instruments essentially improves the information content of measurements and brings the retrieval of atmosphere and surface properties to a qualitatively new level.

The focus of the HSAFE project is to develop an ultrasensitive diagnostic tool necessary for the identification and detection of lung and lymphoma cancer cells at an earlier stage of development. Early detection significantly increases the chances of a complete cure for the patient. The project proposes to produce a new biosensor based on an avalanche FET array and innovative 2D materials to overcome some disadvantages of traditional cancer detection methods, such as being time-consuming, expensive, and lacking in sensitivity and specificity. The successful implementation of the project will be ensured by sharing the experience and knowledge gained in the fields of physics, technology, and engineering in a coordinated manner. Strengthening modern knowledge in the field of sensors and applying modern technological approaches and methods will be achieved through the international cooperation of highly qualified scientists and engineers from Azerbaijan, the Czech Republic, Hungary, Portugal, Poland, Turkey, and Ukraine. This consortium will address both technological (e.g., micro-sized sensor design, biosensor reader production) and fundamental (e.g., innovative material synthesis, internal avalanche amplification mechanisms of ultra-weak signals, biomarker immobilization process) issues.
