Міжнародні програми та конкурси

Рамкова програма Європейського Союзу з досліджень та інновацій «Горизонт Європа» (2021-2027) – це найбільша програма Європейського Союзу (ЄС) з фінансування науки та інновацій із загальним бюджетом понад 95,5 мільярдів євро. Програма «Горизонт Європа» є продовженням восьмої рамкової програми ЄС з досліджень та інновацій «Горизонт 2020».

Метою програми «Горизонт Європа» є спільне подолання нових глобальних викликів, розвиток передової науки та підтримка досліджень світового рівня а також впровадження інновацій для підвищення конкурентоспроможності Європи.

Участь у програмі «Горизонт Європа» дозволяє використовувати європейські інструменти конкурсного фінансування та надання грантової підтримки, забезпечує умови для проведення спільних досліджень з партнерами країн-членів ЄС та асоційованих країни, надає доступ до дослідницької інфраструктури країн-членів ЄС та сприяє розбудові матеріально-технічної бази в Україні.

Участь України в рамкових програмах ЄС з досліджень та інновацій є одним зі стратегічних компонентів міжнародного наукового, науково-технічного та інноваційного співробітництва та частиною імплементації Угоди про асоціацію між Україною та ЄС.

Конкурси програми Європейського союзу «Горизонт Європа» оголошуються регулярно протягом всього терміну дії програми. З переліком поточних відкритих конкурсів можна ознайомитися тут.

Окрім конкурсів, що оголошуються і проводяться безпосередньо в рамках програми "Горизонт Європа" виконавці з України можуть також претендувати на отримання фінансування та підтримки в рамках конкурсів регрантингу (конкурси, що проводяться в рамках поточних проєктів), а також брати участь у тендерах та бути експертами поданих заявок відповідно до фахового напряму та досвіду.

Програма «Євратом» використовує переважно ті ж інструменти та правила участі, що й «Горизонт Європа». Вона зосереджена на термоядерному синтезі, ядерній безпеці, радіаційному захисті, управлінні радіоактивними відходами та виведенні їх з експлуатації.

Програма «Євратом» доповнює досягнення цілей програми «Горизонт Європа», зокрема в контексті енергетичного переходу, а також сприяє реалізації європейської дорожньої карти термоядерного синтезу.

Зокрема поточна програма робить посилений акцент на неенергетичному застосуванні ядерних технологій. У цьому відношенні медична галузь є найбільш помітною, зокрема тому Євратом підтримує Європейський план боротьби з раком (наприклад, іонізуюче випромінювання, що використовується для діагностики та терапії). Також існує великий потенціал у застосуванні фізики високих енергій в таких галузях, як сільське господарство, навколишнє середовище та космос.

Програма, яка першочергово націлена на  посилення євроатлантичної та міжнародної безпеки шляхом застосування найкращих наукових і технічних знань та досвіду для прийняття рішень з питань, що становлять взаємний інтерес для Організації Північноатлантичного Договору і її партнерів. Програма сприяє посиленню безпеки НАТО та країн-партнерів Альянсу, акумулюючи зусилля світової спільноти для подолання сучасних викликів безпеці та для стабільності у світі.

Програма SPS підтримує наукову співпрацю через встановлені грантові механізми, які забезпечують фінансування багаторічних проєктів та окремих заходів   Кожен проєкт, який підтримується грантом, має бути спрямований принаймні на один із ключових пріоритетів програми SPS:

Багаторічні проєкти  MYP – це проєкти з досліджень та розробок, які дозволяють ученим з країн-членів НАТО та країн-партнерів спільно співпрацювати над прикладними дослідженнями та розробками, а також проєкти з нарощування потенціалу, що призводять до нових досягнень у цивільній науці з практичним застосуванням у сферах безпеки та оборони. Такі проєкти дозволяють учасникам розширювати контакти в наукових сферах, одночасно будуючи міцнішу наукову інфраструктуру у своїх країнах. Сталий розвиток забезпечується завдяки залученню кінцевих користувачів, які пропонують консультації та керівництво протягом усього терміну дії проєктів з метою використання та впровадження результатів. Перевага надається проєктам, участь в яких бере більше, ніж одна країна НАТО та одна країна-партнер, а також передбачають участь молодих дослідників.

Загальний бюджет проєкту становить 250,0 – 400,0 тис. євро протягом усього терміну його виконання. Кошти проєкту покривають витрати, пов`язані з конкретними етапами виконання проєкту, а також покривати видатки на наукове обладнання, комп`ютери, програмне забезпечення, навчання персоналу проєкту та відрядження. Гранти MYP також підтримують молодих дослідників через стипендії.

Конкурси програми SPS оголошуються тричі на рік, публікація відбувається на веб-сайті програми, а також повідомляється індивідуально тим, хто підписаний на інформаційну розсилку програми

З моменту заснування основним напрямом діяльності CRDF Global була співпраця зі світовою науковою спільнотою для зміцнення безпекової позиції Сполучених Штатів та сприяння альтернативам дослідженням. CRDF Global є однією із провідних програм  стратегічного розвитку потенціалу в сфері безпеки, зокрема таких як хімічні, біологічні, радіаційні та ядерні загрози, боротьба з тероризмом, кібербезпека, цифрова стійкість та безпека охорони здоров'я. CRDF Global та мережі місцевих громад та урядових зацікавлених сторін реалізують програми, адаптовані до конкретних регіонів, що сприяють інтересам безпеки США у понад 120 країнах світу.

В Україні представництво Фонду цивільних досліджень та розвитку США (CRDF Global) фінансує програму підтримки українських науковців шляхом надання грантів на публікацію статей у рецензованих наукових виданнях або на відвідування міжнародних наукових заходів – конференцій, семінарів, тренінгів тощо.

Фінансова підтримка надається вченим, інженерам і технічним фахівцям, які працюють у галузях авіакосмічних досліджень, матеріалознавства та новітніх матеріалів, штучного інтелекту і квантових обчислень, ядерної фізики, інших галузях сучасної фізики й хімії, а також у суміжних напрямах наукових досліджень і розробок.

Фонд Саймонса — один із найбільших приватних благодійних фондів США. Призначення Фонду Саймонса полягає в просуванні меж досліджень у галузі математики та фундаментальних наук. Фонд надає грантове фінансування та підтримку фундаментальним дослідженням у чотирьох галузях науки: математика та фізичні науки, науки про життя, аутизм та нейронаука, а також наука, суспільство та культура.

У відповідь на війну, що триває в Україні, Фонд Саймонса започаткував екстрену програму підтримки українських вчених у сфері природничих наук шляхом надання грантів, які використовуватимуться як доповнення до місячної зарплати науковців і забезпечуватимуть сталість наукової діяльності стипендіатів та освітніх інституцій в часи війни.

Фонд Александера фон Гумбольдта (Alexander von Humboldt-Stiftung) незалежна фундація, яку було створено для підтримки висококваліфікованих учених незалежно від фаху чи національності шляхом надання індивідуальних дослідницьких стипендій та премій для виконання наукових досліджень у Федеративній Республіці Німеччина та встановлення наукових зв’язків з вченими різних країн.

Щорічно відбірковим комітетом на конкурсній основі надається біля 600 дослідницьких стипендій. У конкурсі можуть брати участь науковці всіх національностей з усіх галузей знань. При цьому не існує квот стосовно наукових спеціальностей або країн: єдиний критерій відбору – наукова кваліфікація апліканта. Тривалість стипендії 6-12 місяців з можливістю подовження до 24 місяців.

Знання німецької мови не є обов’язковим для участі в конкурсі. Під час перебування в ФРН, іноземним вченим за їхнім бажанням надається можливість вивчити німецьку мову в одному з філіалів Гете-Інституту в Німеччині. Фонд також надає фінансову підтримку для участі в наукових конференціях у інших країнах Європи та підтримує приїзд до Німеччини сімей стипендіатів.

CERIC – це Європейський консорціум дослідницької інфраструктури (ERIC), який об’єднує та надає відкритий доступ до найсучаснішого наукового обладнання та обчислювальних потужностей у Європі, сприяючи розвитку науки та промисловості у галузях матеріалознавства, біофізики та нанотехнологій, з акцентом на енергетичні матеріали та науки про життя. Маючи єдину точку входу до деяких провідних національних дослідницьких інфраструктур у 8 країнах ЄС, він уможливлює інноваційні рішення для суспільних проблем у сферах енергетики, охорони здоров'я, харчування, культурної спадщини тощо.

Доступ до всіх установ CERIC відкритий для дослідників з усього світу. Пропозицій щодо проведення досліджень на обладнання консорціуму можна подавати двічі на рік після оголошення відповідних конкурсів. Система експертної оцінки гарантує конкурентний безкоштовний доступ до понад 60 доступних установок. Єдиною умовою для безкоштовного відкритого доступу є публікація результатів експериментів.

Корейське агентство міжнародного співробітництва (Korean International Cooperation Agency, KOICA) – державне агентство Південної Кореї, засноване в 1991 році Міністерство закордонних справ Південної Кореї. Воно надає грантову допомогу та технічну підтримку країнам, що розвиваються. У 2022 році KOICA відкрила офіс в Україні відповідно до політики корейського уряду щодо розширення допомоги та співпраці з нашою країною.

На сьогодні в рамках співпраці з KOICA передбачено навчання державних службовців, керівників державних підприємств, установ, організацій в рамках реалізації:

програми розвитку спроможності (СІАТ);

програми обміну знаннями «Knowledge Sharing Program» (KSP);

програми Офіційної допомоги розвитку (Official Development Program, ODA).

ScienceForUkraine – це неурядова організація, яку очолюють дослідники-волонтери та студенти з академічних установ Європи та світу. Основний напрямок діяльності ініціативи це підтримка української академічної спільноти у подоланні наслідків війни з Росією, а також допомога в забезпеченні безперервності української науки та зміцнити її присутність на міжнародній науковій арені.

Science at Risk — це цифрова платформа та спільнота, створена для підтримки українських учених, які постраждали від російської агресії. Проєкт допомагає популяризувати їхню експертизу, сприяє міжнародній співпраці, захищає дослідницький потенціал країни та надає гранти для розвитку наукових товариств.

Мережа об'єднує дослідників для обміну досвідом та спільного розв'язання проблем, спричинених війною (втрата обладнання, руйнування інституцій).  Вона також забезпечує навчальні програми для науковців та наукових товариств зі здобуття навичок з написання грантових заявок, пошуку можливостей фінансування та стратегічного планування, залучення менторської підтримки та часткове грантове фінансування на реалізацію міжнародних проєктів.

The ambition of the PIANOFORTE Partnership is to improve radiological protection of members of the public, patients, workers and environment in all exposure scenarios and provide solutions and recommendations for optimised protection in accordance with the Basic Safety Standards. Research projects focusing on identified research and innovation priorities will be selected through a serie of three competitive open calls.
The input to define the research priorities will be based on the priorities defined in the Joint Road Map (JRM) developed during the H2020 CONCERT EJP  but also on the results of ongoing H2020 projects and on the expectations expressed by other actions carried out in other European programmes, in particular the SAMIRA action plan. High priority will be dedicated to medical applications considering that 1) medical exposures are, by far, the largest artificial source of exposure of the European population and 2) the fight against cancer is a top priority of the present European Commission. In order to ensure an appropriate continuity in the research goals and methodologies, in line with the contents of the CONCERT JRM, two other priorities have been identified to further understand and reduce uncertainties associated with health risk estimates for exposure at low doses in order to consolidate regulations and improve practices and to further enhance a science-based European methodology for emergency management and long-term recovery.
Once the research priorities defined, the open call system will promote excellence in science and widening participation through a process open to the whole radiation protection community. Beyond the research actions, the selected projects will be able to benefit from the system of sharing and mutualisation of infrastructures that will be implemented at the European level. This will be accompanied by education and training schemes for health workforce and young scientists to increase Europe’s research capacity in the field.

Over the last decade, extensive research networks, infrastructures, satellite instruments, and atmospheric models have been developed, making it possible to obtain a holistic view of the effects of clouds and aerosols on climate and weather. CERTAINTY will capitalise on this available data together with advanced algorithms, machine learning and data assimilation methods, high resolution models, and Earth system models to bring the fundamental knowledge of interactions between clouds, aerosols, and radiation to a new level. CERTAINTY will bring the observation-based knowledge to be used in modeling frameworks to improve predictive models and knowledge of processes controlling aerosols, clouds, and their interactions from hours to decades. The ultimate outcome will be better understanding and predictions of extreme events that facilitates planning of climate mitigation/adaptation strategies for the good of European citizens and global society.

BLOOM aims to develop and demonstrate extraction and processing technologies to facilitate exploitation of the primary raw critical raw materials. For this, th ecollaboration with both Ukraine and Canada is envisioned 2 and 3 partners from these countries respectively); clustering activities are envisioned through key partners and a a business case and exploitation strategy. BLOOM will tackle the challenges through its Strategic Objective which is to facilitate exploitation of the primary CRM (minerals and metals only) for the EU to strengthen the EU supply chains, by increasing the efficiency on extraction and processing with a smart and modular solids analysis system consisting on an online mineral liberation analysis, which enables the integration on mining sites of advanced control loops in different stages of the processing, based on ML and AI techniques, or data-driven extraction operations based on accurate mineralogy information from the site. These actions are oriented to lowering the costs of extraction and processing, increasing the financial viability, thus also contributing to making profitable low-grade deposits, giving access to new supplies.

The focus of the HSAFE project  is to develop an ultrasensitive diagnostic tool necessary for the identification and detection of lung and lymphoma cancer cells at an earlier stage of development. Early detection significantly increases the chances of a complete cure for the patient. The project proposes to produce a new biosensor based on an avalanche FET array and innovative 2D materials to overcome some disadvantages of traditional cancer detection methods, such as being time-consuming, expensive, and lacking in sensitivity and specificity. The successful implementation of the project will be ensured by sharing the experience and knowledge gained in the fields of physics, technology, and engineering in a coordinated manner. Strengthening modern knowledge in the field of sensors and applying modern technological approaches and methods will be achieved through the international cooperation of highly qualified scientists and engineers from Azerbaijan, the Czech Republic, Hungary, Portugal, Poland, Turkey, and Ukraine. This consortium will address both technological (e.g., micro-sized sensor design, biosensor reader production) and fundamental (e.g., innovative material synthesis, internal avalanche amplification mechanisms of ultra-weak signals, biomarker immobilization process) issues.

GIANCE offers innovative solutions to environmental challenges and establishes a holistic, integrated, and industrial-driven platform for the design, development, and scalable fabrication of the next generation of cost-effective, sustainable, lightweight, recyclable graphene and related materials (GRM)-based multifunctional composites, coatings, foams, and membranes (GRM-bM) with enhanced properties (e.g. thermal, mechanical, chemical), functionalities (e.g. wear, corrosion, chemical and fire resistance, hardness and impact resistance, high temperature resistance, structural health monitoring, ultralow friction surfaces), and as enablers for hydrogen storage. GIANCE will also advance manufacturing processes, enhancing synthesis and stability and reducing environmental impact. GIANCE will support a strong EU value chain in translating technology advances from TRL4-5 into concrete innovation opportunities and production capabilities (TRL6-7), with first-mover market advantages of scale in the defined industrial sectors.

This project aims at strengthening the piezoelectric activity in 2D materials via interface and stress engineering and bond control in order to reach the maximum efficiency and other relevant figures of merit. The materials list includes hafnium-zirconium oxide (HZO), transition metal thio/selenophosphates (TPS), graphene on oxide substrates, and polymer PDVF. A comprehensive investigation of piezoelectricity in these 2D materials and their relevant device performance is still at an initial stage and needs European support. Concerning piezoelectric energy harvesting, Piezo2D will build a technology to provide local energy generation (microgenerators) from the nm- to the micro-scale to power nano- and microdevices. Piezo2D will do so by enhancing and deploying the combined powers of equilibrium and nonequilibrium thermodynamics and atomistic models with device physics and engineering. Research results will underpin future developments of nanoscale energy devices for decades to come. We will also develop new characterization techniques and metrology-inspired protocols aiming at future standards and their use in the industry. The multidisciplinary approach of Piezo2D brings together leading teams in theoretical physics, materials science, chemistry and instrumentation working in synergy.

The project will closely liaise with Copernicus Entrusted Entities and key national stakeholders to assess the deriving needs from the Regulation together. The project will also support Ukraine adopting EU forest legislation, on its way becoming an EU member in the future.Based on our experiences in forest monitoring, Copernicus, AI and big data analysis the FUTUREFOR project will carry out research and innovation to establish the needed knowledge and propose products and workflows to explore the feasibility and limitations of innovative new and improved existing Copernicus-based datasets. The project will build on operational services that members of the consortium already provide and experiences from earlier H2020 and Horizon European projects. FUTUREFOR will also investigate innovative aerial platforms collecting sensor and image data from the stratosphere. Finally, three commercial business applications will be developed to demonstrate the business opportunities evolving from open Copernicus- and complementing forest data.
