On January 14, 2026, under the chairmanship of the President of the National Academy of Sciences of Ukraine, academician of the NAS of Ukraine Anatoliy Zahorodniy, the regular meeting of the Presidium of the NAS of Ukraine took place.
At the beginning, correspondent member of the NAS of Ukraine Oleksandr Shymanovskyi reported on the experience of the Limited Liability Company "Ukrainian Institute of Steel Structures named after V.M. Shymanovskyi" regarding the restoration of destroyed buildings and structures.
This is an urgent task for all of Ukraine today, particularly for its construction industry, which has great social significance. The involvement of NAS of Ukraine institutions, in particular LLC "Ukrinstalkon named after V.M. Shymanovskyi," in solving scientific and technical problems of restoring destroyed or damaged buildings and structures demonstrates a reduction in the time required for their completion and high efficiency.
As the speaker noted, since 2022, joint research has been focused on studying welding technologies for thick-walled critical joints of metal structures made from various (old and new) steel grades, improving existing and developing new methods of instrumental diagnostics and non-destructive testing of metal density in damaged or destroyed elements of metal structures by determining magnetic field intensity values.
Oleksandr Shymanovskyi also reported that the results of joint scientific and technical work were implemented during the design and manufacture of metal structures for the restoration of television towers of the RRT Concern in the cities of Kyiv, Chernihiv, and Koryukivka in Chernihiv region, energy facilities of PJSC "Ukrhydroenergo" in Zaporizhzhia and PJSC "Centrenergo" in Zmiiv, the roadway on the DniproHES dam of PJSC "Ukrhydroenergo" in Zaporizhzhia, and several shopping centers of the "Epicenter" retail network.
The positive results of scientific and technical cooperation between LLC "Ukrinstalkon named after V.M. Shymanovskyi" and NAS of Ukraine scientific institutions, particularly the E.O. Paton Electric Welding Institute of the NAS of Ukraine, indicate the necessity for further development and expansion of scientific and technical ties between LLC "Ukrinstalkon named after V.M. Shymanovskyi" and the NAS of Ukraine.
In the discussion of the report, the Deputy Director for Scientific Work of the E.O. Paton Electric Welding Institute of the NAS of Ukraine, academician of the NAS of Ukraine Leonid Lobanov, Director of the M.S. Polyakov Institute of Geotechnical Mechanics of the NAS of Ukraine, academician of the NAS of Ukraine Anatoliy Bulat, and the First Vice-President of the NAS of Ukraine, academician of the NAS of Ukraine Vyacheslav Bohdanov spoke. The speeches highlighted the important role of LLC "Ukrinstalkon named after V.M. Shymanovskyi" in restoring destroyed or damaged buildings and structures, including those damaged as a result of bombings or shelling by the aggressor. The successful completion of these complex tasks is facilitated by the Institute's many years of positive experience and close cooperation with Academy institutions.
Next, with a scientific report titled "Creation of neutron-absorbing materials for control and protection systems of nuclear reactors with enhanced service life characteristics using domestic raw materials and manufacturing technologies," spoke the Deputy Director of the Scientific and Technical Complex "Nuclear Fuel Cycle" of the National Scientific Center "Kharkiv Institute of Physics and Technology," Viktor Hrytsyna.
He noted that, providing scientific support for the operation of nuclear reactors in Ukraine, specialists of the NSC "KhIPT" have created not only a base of materials science and technological developments for active zone elements but also ensured the capability to manufacture enlarged batches of absorbing elements (PEL) and control rod absorbing rods (PS) for VVER-1000 reactors until JSC "NNEGC Energoatom" masters their mass production. With the participation of the branch "WP Atomenergomash" of JSC "NNEGC Energoatom," an enlarged experimental batch of PS control rods of the powder variant was manufactured according to the technological operations developed by NSC "KhIPT" for testing in VVER-1000, which has been undergoing trials for the second year at the experimental-industrial operation stage in unit 4 of the branch "WP RAES."
According to the speaker, the research carried out by NSC "KhIPT" scientists enables the transition to design and development work on PEL and PS control rods for specific new operating cycles of VVER-1000 reactors or other types of reactors, including small modular reactors (SMRs). Viktor Hrytsyna emphasized that Ukraine's nuclear energy development strategy until 2050 envisages doubling the electricity production capacity of nuclear power plants and introducing new reactors based on thermal neutrons of the water-water type, including SMRs, both thermal and fast neutron types. Therefore, creating and establishing mass production of PS control rods for nuclear units by implementing Ukrainian developments is extremely relevant. The speaker also stressed that solving this task requires creating a full-fledged scientific research equipment complex at NSC "KhIPT" for the development and modernization of PS control rods. Primarily, equipment is needed for quality control methodology of powder neutron-absorbing materials and PEL and PS control rod elements as a whole. Also, to develop PEL and PS control rods for different reactor types and establish mass production technology, it is necessary to organize a laboratory base with equipment that will help justify the automation of certain technological processes.
In the discussion of this report, the following spoke: Head of the Fuel Use and Radioactive Waste Management Service of the branch "Separated Subdivision Scientific and Technical Center of JSC 'NNEGC Energoatom,'" Candidate of Technical Sciences Oleh Hodun, Director of the Institute of Monocrystals of the Scientific and Technical Complex "Institute of Monocrystals" of the NAS of Ukraine, academician of the NAS of Ukraine Ihor Prytula, academic secretary of the Department of Nuclear Physics and Energy of the NAS of Ukraine, academician of the NAS of Ukraine Ihor Harkusha, Acting General Director of the National Scientific Center "Kharkiv Institute of Physics and Technology," academician of the NAS of Ukraine Mykola Azarenkov.
Next, with an initiative to establish at the Institute of Mathematics of the NAS of Ukraine the Mykhailo Ostrohradskyi Center for Advanced Mathematical Research and Education, Oleksandr Tymokha, academician of the NAS of Ukraine, spoke.
In his speech, he emphasized the critical state of mathematical education in Ukraine, which threatens the reproduction of the scientific personnel potential and the preservation of Ukraine's scientific mathematical schools. In this regard, Oleksandr Tymokha proposed establishing a new modern institution as a structural subdivision of the Institute of Mathematics of the NAS of Ukraine. The primary goal of the Center's activity should be to promote the sustainable development of mathematical science and education in Ukraine, restore personnel potential, and preserve and develop scientific mathematical schools by establishing effective interaction between the mathematical community of the NAS of Ukraine and scientific, educational, innovative, business, defense, and security institutions, including international ones.
The Presidium of the NAS of Ukraine unanimously supported the initiative of the Department of Mathematics of the NAS of Ukraine and voted to establish the Center, which launches official negotiations with international donors and the preparation of founding documents.
At the end, the meeting participants considered a number of personnel and current issues.
In particular, the Presidium of the NAS of Ukraine approved the new composition of the Council of Young Scientists of the NAS of Ukraine, headed by the chairperson, who during the Council meeting was elected as the leading researcher of the National Museum of Natural History of the NAS of Ukraine, Doctor of Biological Sciences Oleksandr Kovalchuk.
