The President of Ukraine's scholarships for young scientists are awarded to support young scientists of the National Academy of Sciences who conduct promising scientific research in the fields of natural, technical, social, and humanitarian sciences. According to the Decree of the President of Ukraine dated 22.03.1994 No. 100/94 "On State Support of Scientific Activity of the Academy of Sciences of Ukraine" (as amended), 300 monthly scholarships were established, which are awarded by the decision of the Committee on the National Prize of Ukraine named after Boris Paton (the Committee).
In accordance with the Regulations on the President of Ukraine's Scholarships for Young Scientists, approved by the resolution of the Cabinet of Ministers of Ukraine dated 23.08.1994 No. 582 (as amended), the scholarships are awarded on a competitive basis for a term of two years.
Postgraduate students, research staff of research institutes and other scientific institutions, organizations, enterprises of the NAS of Ukraine who meet the definition of "young scientist" as stated in the Law of Ukraine "On Scientific and Scientific-Technical Activity" may be nominated for the scholarships. In particular, the age of a young scientist with higher education not lower than the second (master's) level must not exceed 35 years inclusive, and for a scientist holding a doctoral degree – 40 years inclusive.
Nominations for the President of Ukraine's scholarships are made by the academic (scientific, scientific-technical, technical) council of the organization at the place of the nominee’s main work (study), provided there are written recommendations from at least two doctors of sciences personally familiar with the scientific achievements and abilities of the young scientist.
The Presidium of the NAS of Ukraine twice a year (by April 25 and October 25), based on the results of the competitive selection conducted in accordance with the Procedure for Conducting the Competition for the President of Ukraine's Scholarships for Young Scientists, approved by the resolution of the Presidium of the NAS of Ukraine dated 31.08.2022 No. 258, submits recommendations to the Committee regarding the appointment of scholarships for current vacancies.
The council of the organization where the scholarship holder works (studies) conducts an evaluation of their scientific work twice a year and sends a brief report on the results achieved to the Presidium of the NAS of Ukraine.
Payment of the scholarship may be terminated by the Committee upon the submission of the academic council of the organization that nominated the scholarship holder, agreed with the Presidium of the NAS of Ukraine. Scholarship payment also ceases upon the scholarship holder reaching the age limit for young scientists.
The amount of the scholarship is established by the resolution of the Cabinet of Ministers of Ukraine dated 26.09.2002 No. 1462 (as amended) and amounts to three subsistence minimums for able-bodied persons.
