Meeting of the Council of Presidents of the Academies of Sciences of Ukraine on December 23, 2025

On December 23, 2025, at the National Academy of Sciences of Ukraine, under the chairmanship of the President of the NAS of Ukraine, academician Anatoliy Zahorodniy, the next meeting of the Council of Presidents of the Academies of Sciences of Ukraine took place.


The meeting was attended by the president of the National Academy of Agrarian Sciences of Ukraine (NAAS), academician Yaroslav Hadzalo; the president of the National Academy of Pedagogical Sciences (NAPS) of Ukraine, academician of NAPS and NAS of Ukraine Vasyl Kremen; the president of the National Academy of Arts (NAM) of Ukraine, academician Viktor Sydorenko; the first vice-president of the National Academy of Medical Sciences (NAMS) of Ukraine, academician Oleksandr Usenko; the first vice-president of the National Academy of Legal Sciences (NAPrN) of Ukraine, academician Oleksandr Bandurka; as well as the heads of the NAS of Ukraine sections – first vice-president of NAS of Ukraine academician Vyacheslav Bohdanov and vice-presidents of NAS of Ukraine academicians Volodymyr Radchenko and Oleh Rafalskyi.

The main agenda item concerned the key results of the implementation of the joint activity programs of the NAS of Ukraine and the national sectoral academies of sciences for 2023–2025, which were approved by the Presidium of the NAS of Ukraine and the presidiums of the national sectoral academies of sciences in April 2023 to deepen cooperation between the NAS of Ukraine and the sectoral academies regarding the development of diverse forms of inter-academic interaction and the implementation of joint activity results.

The heads of the national sectoral academies of sciences of Ukraine informed the meeting participants about the cooperation carried out within the programs in organizing and conducting joint research, preparing scientific and educational publications, joint publications, developing methodological recommendations, holding scientific conferences and seminars, etc. Special attention was drawn to the particular importance of interaction among scientists of the respective academies during interdisciplinary scientific research and scientific-technical developments aimed at solving state-important problems relevant during the martial law period.

Academician of NAAS Yaroslav Hadzalo, in particular, informed the participants about the results of inter-academic cooperation of scientists in developing advanced methods for diagnosing and preventing plant and animal diseases, developing and mastering innovative technologies for producing competitive organic plant and animal products, studying the state of hydroecosystems of the Dnipro cascade reservoirs, and developing measures to prevent pollution and clean water bodies intended for fish farming. The participants were extremely interested in the joint work of the National Scientific Center "Institute of Soil Science and Agrochemistry" of NAAS, the Institute of Water Problems of NAAS, the V.K. Zabolotny Institute of Microbiology and Virology of NAS of Ukraine, and the V.M. Glushkov Institute of Cybernetics of NAS of Ukraine on "Innovative foundations for soil restoration and healing under wartime conditions in Ukraine," which was awarded the B.E. Paton National Prize.

Academician of NAPS and NAS of Ukraine Vasyl Kremen spoke about the wide range of problems, primarily in the field of educational activities, addressed by the implementation of the joint activity program of the NAS of Ukraine and NAPS of Ukraine. He acquainted the participants with the results of cooperation between the academies' scientists regarding the analysis of history programs for secondary school students, the implementation of several projects related to the development of the Ukrainian-language space and the affirmation of national identity in Ukraine, the development of the digital educational space, the improvement of vocational education, the development of the Ukrainian electronic encyclopedia of education, and the study of the scientific heritage of academician Volodymyr Vernadsky.

The expansion of cooperation between scientists of the two academies and the search for new directions of collaboration were also facilitated by joint scientific and scientific-methodological conferences and events, including the All-Ukrainian online forum of innovative transformations in the modern world and the All-Ukrainian intersectoral conference "National Science and Education under the Conditions of Russia's War Against Ukraine and Modern Civilizational Challenges." A round table was held dedicated to new methodological approaches and solutions for social research and the relevant results of such studies, and a collection of related materials was published. Vasyl Kremen also noted the interaction between the National Center "Small Academy of Sciences of Ukraine" and the Institute of Gifted Child of NAPS of Ukraine, which resulted in the creation of a joint scientific-educational space combining the potential of academic science, pedagogical practice, and modern digital technologies.

Informing the participants about the results of the joint activity program of the NAS of Ukraine and NAMS of Ukraine, academician Oleksandr Usenko noted that such a cooperation mechanism, using the scientific and medical base of NAMS institutions and their unique experience combining scientific activity and medical practice, allows successfully using the NAMS system as a testing ground for the trial and implementation of medical developments created not only by biomedical scientists of the NAS of Ukraine but also by a wide range of specialists in informatics, chemistry, and physical-technical sciences. The results of such cooperation are usually successfully patented, such as the method for preparing a dosed autologous human platelet concentrate for treating osteoarthritis of large joints.

Cooperation between scientists of the NAS of Ukraine and NAMS of Ukraine contributed to the effective execution of research, creation, and implementation of technologies and means for military medicine. In particular, mechanisms of resistance formation to beta-lactam antibiotics in microorganisms of various taxonomic groups during the treatment of wounded, sick, and injured defenders of the Defense Forces of Ukraine were studied; new approaches to overcoming staphylococcal carriage in closed military units were developed; new means and methods of external treatment of combat traumatic skin injuries were created; thermoelectric tools for early diagnosis of intraocular inflammation or eye hemodynamics disorders in patients with combat and other injuries were developed.

Summarizing the results of the joint activity program of the NAS of Ukraine and NAPrN of Ukraine, academician Oleksandr Bandurka acquainted the participants with a wide range of works on the development of legal science, improvement of Ukrainian legislation and its adaptation to EU legislation, as well as interdisciplinary works combining fundamental science with legal research aimed at supporting state policy in the field of science and law.

In particular, joint research was conducted on EU and EU member states' legislation in the field of intellectual property to approximate Ukrainian legislation to EU legislation in this area in the context of implementing the Association Agreement between Ukraine and the EU and preparing Ukraine for EU accession. Preparation of the Great Ukrainian Legal Encyclopedia – a unique 20-volume edition covering all branches and institutions of law – is ongoing. Joint scientific-expert activities are carried out as part of expert councils, commissions, and working groups under state authorities.

Academician of NAM Viktor Sydorenko informed the participants about the main results of the implementation of the joint activity program of the NAS of Ukraine and NAM of Ukraine "Artistic Space and Cultural Dynamics of Ukraine in the Dimensions of the Human," aimed, in particular, at solving current problems of art theory and history. Within this program, institutions of the two academies held a series of conferences, seminars, and round tables concerning, among other things, issues of art education, globalization, culture under wartime and post-war recovery conditions, decolonization, etc. Several publishing projects were also implemented, including the preparation of the fundamental collective work "Art in Defense," to which NAS of Ukraine scientists also contributed.

Scientists of the Institute of History of Ukraine of NAS of Ukraine and the Institute of Cultural Studies of NAM of Ukraine formed an Expert Group to develop criteria and historical-cultural justification for the dismantling (museumification) of colonial propaganda objects.

Notably, young scientists actively participated in the cooperation. In particular, the councils of young scientists of the Institute of Contemporary Art Problems of NAM of Ukraine and the M.T. Rylsky Institute of Art Studies, Folklore, and Ethnology of NAS of Ukraine, together with the Scientific Society of Students, Postgraduates, Doctoral Candidates, and Young Scientists of the National Academy of Managerial Staff of Culture and Arts, organized a scientific seminar "Current Research in the Humanities: Prospects and Ideas of Young Scientists."

The discussion of the joint activity program results also involved the heads of NAS of Ukraine sections, academicians Vyacheslav Bohdanov, Volodymyr Radchenko, and Oleh Rafalskyi, who noted the effectiveness of their implementation and the advisability of continuing such cooperation under joint activity programs.

After the discussion, the Council of Presidents of the Academies of Sciences of Ukraine unanimously decided to approve the results of the joint activity programs and recommend the Presidium of NAS of Ukraine and the presidiums of the national sectoral academies of sciences of Ukraine to consider the program results and make decisions regarding the preparation and formation of new joint activity programs for 2026–2028.

Additionally, the Council members discussed the outcomes of the state attestation of scientific institutions conducted during 2025, including the issue of possibly considering the attestation results in 2026 during the allocation of basic budget funding to the NAS of Ukraine and national sectoral academies of sciences of Ukraine. Participants emphasized systemic shortcomings in the Methodology for Evaluating the Effectiveness of Scientific (Scientific-Technical) Activities of Scientific Institutions and Higher Education Institutions regarding the conduct of scientific (scientific-technical) activities by such institutions in certain scientific directions during state attestation, as well as significant inconsistencies of the methodology's application with current Ukrainian legislation.

As a result of the discussion, the Council unanimously decided to appeal to the Prime Minister of Ukraine, Yulia Svyrydenko, with remarks and proposals on the draft resolution of the Cabinet of Ministers of Ukraine "On Approval of the Procedure for Allocating Funds for Basic Financing of the Main Activities of Scientific Institutions, Scientific Research, and Scientific-Technical (Experimental) Developments of Higher Education Institutions Based on the Results of State Attestation of Such Institutions (Institutions)" developed by the Ministry of Education and Science of Ukraine, and to substantiate the need for significant revision of this draft.

At the conclusion of the meeting, academician of NAPS and NAS of Ukraine Vasyl Kremen presented the first vice-president of NAS of Ukraine, academician Vyacheslav Bohdanov, with the National Academy of Pedagogical Sciences of Ukraine award – the "Volodymyr Monomakh" medal.
