The Ministry of Education and Science of Ukraine has announced the start of an extraordinary state attestation of scientific institutions and higher education institutions regarding their conduct of scientific (scientific and technical) activities. The attestation will take place within the general schedule approved by the MON order dated November 28, 2024, No. 1675 (with amendments).
The extraordinary state attestation will cover six scientific fields: agrarian-veterinary, biomedical, humanitarian-artistic, engineering-technological, natural-mathematical, and social.
The attestation will be conducted in accordance with the Methodology for Evaluating the Effectiveness of Scientific (Scientific and Technical) Activities of Scientific Institutions and Higher Education Institutions, approved by the MON order dated October 21, 2024, No. 1485 and registered with the Ministry of Justice of Ukraine on November 20, 2024. The methodology is uniform for scientific institutions and higher education institutions.
The first wave of the extraordinary state attestation will begin on December 11, 2025. Submission of documents will be carried out through the specialized module "State Attestation" of the National Electronic Scientific Information System URIS. The deadline for submission of materials is January 12, 2026, at 13:00 (Kyiv time).
Scientific institutions and higher education institutions that, as of December 2025, require state attestation but did not participate in the regular (basic) state attestation conducted by MON in 2024-2025 may participate in the first wave.
Institutions and establishments planning to submit materials for the extraordinary attestation must send an official letter to MON explaining the reasons for non-participation in the regular state attestation for the relevant scientific field(s).
Within the first wave of the extraordinary attestation, the following reporting periods are defined:
2019-2023 – for the agrarian-veterinary and social fields;
2020-2024 – for the biomedical, humanitarian-artistic, engineering-technological, and natural-mathematical fields.
