Is science becoming a priority for the state? Article by the project manager of Academ.City, Oleksandra Antonyuk

The Deputy Director for Development and Innovation of the Kyiv Academic University, project manager of Academ.City, Doctor of Physical and Mathematical Sciences Oleksandra Antonyuk in her article titled "Funding, Royalties, Personnel: Is Science Becoming a Priority for the State?" reflects on how, during wartime, attention to science as a strategic resource capable of strengthening the country's defense capability and becoming a driver of post-war recovery is increasing. She analyzes the positive shifts already occurring in the scientific field – the introduction of grant programs, the development of the Science.City project, and the improvement of state procurement mechanisms for scientific and technical products.

At the same time, the article addresses systemic problems that remain relevant: critically low levels of science funding, an ineffective royalty system, unequal conditions for young researchers, and the imperfection of existing models for evaluating scientific activity results.

Oleksandra Antonyuk emphasizes that the participation of Ukrainian scientists in defense-related developments has changed the perception of scientists in society and the state. She calls for the creation of effective incentives to develop partnerships between science and business and stresses that the scientist must be at the center of all reforms – the main driving force of modern knowledge and technologies.
