Prize of the Verkhovna Rada of Ukraine to young scientists

Regulations on the Verkhovna Rada of Ukraine Prize named after Ihor Yukhnovskyi.

The Regulations on the Verkhovna Rada of Ukraine Prize named after Ihor Yukhnovskyi (hereinafter – the Regulations) were approved by the Resolution of the Verkhovna Rada of Ukraine dated December 4, 2025, No. 4712-IX «On approval of regulations on prizes and scholarships of the Verkhovna Rada of Ukraine».

The Verkhovna Rada of Ukraine, with the aim of supporting the development of domestic science and technology, young scientists, creating additional opportunities and incentives for conducting fundamental and applied scientific research and scientific-technical (experimental) developments in priority areas of science and technology development, taking into account the laws of Ukraine "On Scientific and Scientific-Technical Activity", "On Priority Areas of Science and Technology Development", in accordance with the Resolution of the Verkhovna Rada of Ukraine "On Awards of the Verkhovna Rada of Ukraine" dated August 19, 2025 No. 4570-IX and the Regulations, annually awards up to 50 Verkhovna Rada of Ukraine Prizes named after Ihor Yukhnovskyi to young scientists (hereinafter - the Prize).

The Prize may be awarded on a competitive basis to citizens of Ukraine who as of March 1 of the year of awarding the Prize are, in accordance with the Law of Ukraine "On Scientific and Scientific-Technical Activity," young scientists.

The amount of the Prize is sixty subsistence minimums for able-bodied persons established as of January 1 of the year of awarding the Prize.

The Competitive work includes scientific papers published no later than January 1 of the year preceding the year of awarding the Prize, ensuring their wide discussion, publicity, and openness, or completed no later than January 1 of the year preceding the year of awarding the Prize if the scientific work contains information constituting state secrets.

The Competitive work may be prepared by a young scientist (author) individually or by a team of young scientists (a team of co-authors) consisting of up to four persons. Each co-author must be a direct participant in the execution of the Competitive work, and each co-author must have a creative contribution.

The nominating entity of competitive works for the Prize and their authors (team of co-authors) is a scientific institution, higher education institution, or another legal entity where the author or the first co-author works and which has a scientific (scientific, scientific-technical, technical) council formed in accordance with the Law of Ukraine "On Scientific and Scientific-Technical Activity" (hereinafter - the Scientific Council).

The organization and conduct of the competitive selection is carried out by the National Research Foundation of Ukraine (hereinafter - NRFU). 

During the period from December 1 of the year preceding the year of awarding the Prize until February 20 inclusive of the year of awarding the Prize, the Scientific Council of the nominating entity, by secret ballot, makes a decision to nominate the Competitive work and its author (team of co-authors) for the Prize.

During the period from January 15 to March 1 inclusive of the year of awarding the Prize, the author (first co-author) of the Competitive work submits an application to the NRFU in the form established by the NRFU and a scanned copy of the Nomination.

The following cannot be nominated for the Prize:

1. a scientific (scientific-technical) work nominated in the year of awarding the Prize for the Verkhovna Rada of Ukraine Scholarship named after Borys Paton or the President of Ukraine Prize for young scientists, or the National Prize of Ukraine named after Borys Paton;
2. a scientific (scientific-technical) work for which the author (co-author) was awarded the President of Ukraine Prize for young scientists or the National Prize of Ukraine named after Borys Paton (State Prize of Ukraine in Science and Technology);
3. a scientific (scientific-technical) work whose author (co-author) is nominated for the Prize as part of the team of co-authors of another Competitive work;
4. a scientific (scientific-technical) work of a young scientist who has received the title of laureate of the Verkhovna Rada of Ukraine Prize named after Ihor Yukhnovskyi (or laureate of the Verkhovna Rada of Ukraine Prize for young scientists).
