Named scholarships of the Verkhovna Rada of Ukraine for young scientists - doctors of science

The Boris Paton Scholarship of the Verkhovna Rada of Ukraine was established with the aim of supporting the development of domestic science and technology, providing targeted support to young scientists, creating additional opportunities and incentives for them to conduct fundamental and/or applied scientific research in Ukraine, including scientific and technical (experimental) developments in priority areas of science and technology development.

According to the resolution of the Verkhovna Rada of Ukraine "On Awards of the Verkhovna Rada of Ukraine" dated 19.08.2025 No. 4570-IX and the Regulations on the Boris Paton Scholarship of the Verkhovna Rada of Ukraine (hereinafter – Regulations), approved by the resolution of the Verkhovna Rada of Ukraine dated 04.12.2025 No. 4712-IX, up to 50 scholarships of the Verkhovna Rada of Ukraine named after Boris Paton (hereinafter – Scholarship) are awarded annually, including up to five scholarships for scientific (scientific and technical) works containing information constituting state secrets.

According to the Regulations, the Scholarship may be awarded on a competitive basis to a citizen of Ukraine who, as of December 31 of the year following the year of the competition, is a young scientist in accordance with the Law of Ukraine "On Scientific and Scientific-Technical Activity," holds a scientific degree, has achieved significant scientific results during fundamental and/or applied scientific research and scientific-technical (experimental) developments, conducts important fundamental and/or applied scientific research, and also has the opportunity to perform scientific (scientific and technical) work in Ukraine (hereinafter – Scholarship Work):

with a high degree of readiness, allowing its completion within the year of receiving the Scholarship;

whose potentially significant results and scientific achievements will enable solving specific tasks that correspond to the interests and expectations of the citizens of Ukraine, territorial communities, and Ukrainian society;

which contributes to the development of science and social progress, the formation of a high level of national security and defense of Ukraine.

A young scientist cannot be nominated for:

– awarding of several prizes and/or appointment of scholarships of the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine for different scientific (scientific and technical) works if their payment is made within one calendar year;

– appointment of a scholarship and/or awarding a prize of the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine repeatedly for the same Scholarship Work;

– reappointment of the Scholarship for another Scholarship Work within two years from the previous award of the Scholarship.

The Scholarship is awarded annually for one year with a monthly payment amounting to five subsistence minimums for able-bodied persons established as of January 1 of the year of receiving the Scholarship.

According to paragraphs 5-12 of the Regulations, the nomination of a young scientist of the NAS of Ukraine (hereinafter – nominee) and their Scholarship Work for the competition is carried out at the nominee’s place of work (main or part-time) by the relevant scientific institution of the NAS of Ukraine. The NAS scientific institution nominates the nominee and their Scholarship Work for the competition based on the decision of the academic (scientific, scientific-technical, technical) council (hereinafter – Academic Council).

The nomination is carried out in the following order:

– By March 31 inclusive of the year of the competition, the young scientist submits an application to the Academic Council for participation in the competition for the Scholarship along with the Submission of the Scholarship Work, prepared in accordance with Appendix 1 to the Regulations, except for the documents specified in subparagraphs 3 and  4 of paragraph 1 of this appendix. The Submission of the Scholarship Work is submitted in three copies in paper form in separate folders with fasteners (binding, including spiral, is not used);

– Scholarship Work containing information constituting state secrets is prepared, nominated for the competition, and reviewed in accordance with the Instruction on the preparation and submission to the Security Service of Ukraine of documents containing information constituting state secrets for the appointment of the Boris Paton Scholarship of the Verkhovna Rada of Ukraine, the procedure for their review and reporting by scholarship holders (hereinafter – Security Service Instruction), which is developed and approved by the Security Service of Ukraine in accordance with established requirements in the field of state secret protection;

– The Academic Council determines the technical and substantive compliance of the documents submitted by the nominee for the Scholarship Work with the requirements specified in Appendix 1 to the Regulations, and by secret ballot makes a decision on nominating the nominee and their Scholarship Work for the Scholarship. A member of the Academic Council who has a potential conflict of interest abstains from voting on matters concerning them, in accordance with the Law of Ukraine "On Prevention of Corruption";

– Based on the decision of the Academic Council, the NAS scientific institution prepares a letter of petition to the Verkhovna Rada Committee on Education, Science and Innovation (hereinafter – Committee) for nominating the nominee to participate in the competition for the Scholarship, and also forms three copies of the Submission of the Scholarship Work in paper form in accordance with Appendices 1-6 to the Regulations;

– By April 30 inclusive of the year of the competition, the NAS scientific institution sends the Submission of the Scholarship Work (two copies in paper form and one copy in electronic form on a USB flash drive) along with a cover letter on official letterhead to the National Academy of Sciences of Ukraine. All documents in the electronic copy of the Submission of the Scholarship Work are formatted as separate files in PDF format. Documents specified in subparagraphs 6, 7, 8, 11 of paragraph 1 of Appendix 1 to the Regulations are additionally prepared and submitted in docx format with an embedded scanned signature of the nominee. The third paper copy of the Submission of the Scholarship Work is kept by the NAS scientific institution on a permanent basis.

Scholarship Works containing information constituting state secrets are submitted to the Security Service of Ukraine during the same period.

– The National Academy of Sciences of Ukraine reviews the Submission of the Scholarship Work for its technical and substantive compliance with the requirements of the Regulations and makes a reasoned decision to support or reject it. If the NAS of Ukraine rejects the Submission of the Scholarship Work, it informs the NAS scientific institution with a reasoned explanation for the rejection.

– Scholarship Work containing information constituting state secrets is prepared, submitted for the competition, and reviewed in accordance with the Security Service Instruction.
