On June 24, 2026, a regular meeting of the Presidium of the NAS of Ukraine took place under the chairmanship of Anatoly Zagorodny, Academician of the NAS of Ukraine, President of the NAS of Ukraine. Within its framework, a joint meeting of the NAS of Ukraine and the Ukrainian Union of Industrialists and Entrepreneurs was held on the topic "Science and Business in Shaping the Strategy of
Industrial Recovery of Ukraine" with the participation of Anatoly Kinakh, President of the UUIE.
At the beginning of the event, a solemn ceremony was held to award Oleksandr Petrenko, DSc in Biology, Director of the Institute of Cryobiology and Cryomedicine of the NAS of Ukraine, a state award – the title “Honored Master of Sciences and Engineering of Ukraine", by Decree of the President of Ukraine No. 380/2026 on the occasion of Science Day, on behalf of the President of Ukraine.
Opening the working part of the meeting, academician Anatoly Zagorodny congratulated all participants on an important event in the life of the state – the 30th anniversary of the adoption of the Constitution of Ukraine, which will be celebrated on June 28. "The Ukrainian people meet the 30th anniversary of the Constitution amid severe trials in their modern history – under conditions of full-scale Russian aggression. It is at this time that we especially keenly realize the true value of the Constitution of Ukraine as the legal foundation of national resilience, unity, and the struggle for the future", noted the head of the Academy. He also emphasized: "30 years of the Constitution is not only a time of achievements but also a time of realizing the tasks that still need to be fulfilled. The Constitution set high standards of statehood, but many of its provisions remain strategic guidelines. Therefore, an important component of the development of modern Ukrainian constitutionalism is the activity of academic legal science and the legal community, called not only to study the patterns of state and law formation but also to form a conceptual vision of the constitutional future, provide a scientific basis for state decisions, and promote the establishment of a culture of constitutionalism in society".
Welcoming the representatives of the Ukrainian Union of Industrialists and Entrepreneurs at the meeting, Anatoly Zagorodny, President of the NAS of Ukraine, noted: "I am convinced that direct dialogue between the NAS of Ukraine and the UUIE will contribute to combining scientific expertise with the experience and demands of the entrepreneurial environment".
Next, reports were presented to the meeting participants by Anatoly Kinakh, President of the Ukrainian Union of Industrialists and Entrepreneurs, co-chair of the National Tripartite Social and Economic Council, and Valery Heyets, Academician of the NAS of Ukraine, Academician-Secretary of the Department of Economics of the NAS of Ukraine.
Anatoly Kinakh emphasized in his speech, that the country's recovery must be based on close interaction between the scientific community, business, and state institutions. According to him, Ukraine needs to move away from a raw materials-based economic model and form a modern competitive industrial-innovative economy based on a state-driven industrial policy.
He stressed that one of the primary stages in developing and implementing the Recovery Strategy should be a thorough diagnosis of the real state of the economy. He cited several indicators that demonstrate the scale of challenges facing the state. Particular attention was given to the demographic situation. One of the key tasks of state policy should be the preservation and development of human potential.
The President of the UUIE noted that to create conditions for sustainable economic growth, it is necessary to improve monetary, credit, and financial policies. Today, the level of lending to the economy in Ukraine is one of the lowest in Europe, amounting to only about 14% of GDP. At the same time, a significant part of the industrial complex operates at only 30–35% capacity, which restrains economic recovery and production development.
Valery Heyets, academician of the NAS of Ukraine, Director of the Institute for Economics and Forecasting of the NAS of Ukraine, for his part, noted that the current model of Ukraine's market economy has systemic flaws that require reconsideration in the context of post-war modernization of the state.
He drew attention to the experience of the European Union, where about 66% of investments in innovation are provided by the business sector. In his opinion, the development of an innovative economy is impossible without the active participation of the entrepreneurial environment and long-term partnership between science and production.
In the discussion on this issue, Stepan Klymenko, Vice-President of the public association "All-Ukrainian Association of Foundry Workers of Ukraine", Vitaly Babak, Academician of the NAS of Ukraine, Director of the Institute of General Energy of the NAS of Ukraine, Tetiana Bohdan, DSc in Economics, Director for Science of the NGO "Grouford Institute", and Yevhen Bublyk, DSC in Economics, Head of the Department of Monetary and Credit Relations of the State Institution "Institute for Economics and Forecasting of the NAS of Ukraine", took part.
The participants of the joint meeting noted that in the conditions of a protracted full-scale war, destruction of production, energy, and logistics infrastructure, rising enterprise costs, and limited access to long-term financing, the formation of a comprehensive strategy for the industrial recovery of Ukraine becomes particularly important. Current trends indicate the need to develop domestic production, localize critically important products, and expand scientific and production cooperation, which requires adequate financial and credit support. However, the existing financial and credit conditions remain insufficient for large-scale industrial recovery.
Thus, in the conditions of martial law, the cooperation of science and business should be focused on defining strategic industrial priorities, developing a cluster economy, strengthening the technological capacity of enterprises, localizing critically important products, and increasing the energy resilience of the real sector. At the same time, industrial recovery should be viewed not only as an economic but also as a social task related to creating quality jobs, returning and professionally realizing specialists, developing communities, increasing population incomes, and strengthening the country's social resilience. International experience shows that large-scale recovery requires effective combination of state, private, and banking resources through mixed financing instruments, state guarantees, interest rate compensation, insurance of war and investment risks, targeted refinancing, and mechanisms for attracting private capital.
The meeting participants emphasized that forming a strategy for industrial recovery should become a joint effort of the state, science, and business. Such consolidation of efforts will allow not only to restore the economy after the consequences of Russian aggression but also to lay the foundation for a qualitatively new development model of Ukraine.
In view of the above, a decision was made to create a joint coordinating working group of the NAS of Ukraine and the UUIE on the formation of the strategy for industrial recovery of Ukraine, consisting of representatives from the top management level of the NAS of Ukraine and the UUIE, relevant scientific institutions, industrial enterprises, sectoral associations, and the expert community.
Following the joint meeting, a Memorandum of Cooperation was signed between the National Academy of Sciences of Ukraine represented by academician Anatoly Zagorodny, President of the NAS of Ukraine, on the one hand, and the Ukrainian Union of Industrialists and Entrepreneurs represented by Anatoly Kinakh, President of the UUIE on the other hand, in order to deepen long-term mutually beneficial cooperation, recognizing the need to consolidate efforts for the recovery (modernization) of Ukraine from the consequences of the full-scale war, comprehensively promote entrepreneurship development, improve the investment climate, and establish partnership relations between authorities, business, and the scientific-expert community.
Next, the participants of the meeting heard a report "Development and Application of Fine Jet Grinding Technology for Bulk Materials" by Nataliia Pryadko, DSc in Engineering, Head of the Department of Thermogasdynamics of Energy Installations of the Institute of Technical Mechanics of the NAS of Ukraine and the State Space Agency of Ukraine.
The speaker explained that scientists of the Institute conduct research aimed at solving fundamental and applied problems of modern mechanical engineering, particularly in creating methods to improve the efficiency of fine grinding of dispersed materials used in various industries. The performed fundamental studies helped develop a unique method for controlling the jet grinding process based on acoustic monitoring of the mill's working zones. The main idea of the method is real-time control of the granulometric composition of crushed products based on the relationship between technological parameters and acoustic signal characteristics. To improve the quality of crushed products, a method for controlling the fineness of the finished product based on acoustic signal characteristics in the classification zone was applied.
As Nataliia Pryadko noted, the results of using the developed grinding process control system at the Vilnohirsk Mining and Metallurgical Plant showed that mill productivity increases by 30–46%, depending on the dispersion of the crushed products. Thus, the system for controlling grinding modes by acoustic signals from the processing zone leads to significant energy savings during fine grinding of granulated materials.
The presentation also revealed that thanks to research on the gas dynamics of two-phase flows in the jet mill ducts, its design and processing technology were improved, including the creation of a system for supplying an auxiliary flow of "clean" energy carrier to protect the walls of the acceleration tube, and changing the geometry of its end part to even out particle distribution in the flow. These developments allowed increasing the purity level of the obtained materials, extending the mill's service life, and reducing the energy intensity of the grinding process.
Oleksandr Krukovsky, Corresponding Member of the NAS of Ukraine, Deputy Director for Science of the M.S. Polyakov Institute of Geotechnical Mechanics of the NAS of Ukraine, and Tetiana Oliynyk, DSc in Engineering, Head of the Department of Mineral Processing and Chemistry of Kryvyi Rih National University, participated in the discussion. Continuing the discussion on this issue, Volodymyr Nazarenko, Academician of the NAS of Ukraine, Academician-Secretary of the Department of Mechanics and Engineering Science of the NAS of Ukraine, presented the expert opinion by Serhiy Dukhanin, acting head of the Vilnohirsk Mining and Metallurgical Plant branch of JSC "United Mining and Chemical Company".
All discussion participants noted the high scientific and practical significance of the research conducted. The development of technologies for obtaining dual-use materials and the application of advanced methods for controlling fine grinding processes is a matter of national importance, especially concerning rare earth materials. At the same time, it was emphasized that there is a certain gap between the level of achievements in improving the efficiency of jet grinding and the extent of their practical application.
At the end of the meeting, members of the Presidium of the NAS of Ukraine considered a number of personnel and current issues.
