Transformation of the energy sector to ensure the country's energy independence: the Academy's leadership visited the Institute of General Energy of the NAS of Ukraine

03.04.2026

On April 1, 2026 a delegation led by the President of the National Academy of Sciences of Ukraine, academician of the NAS of Ukraine Anatoliy Zahorodniy, and including the first vice-president of the NAS of Ukraine, head of the Section of Physical-Technical and Mathematical Sciences, academician of the NAS of Ukraine Vyacheslav Bohdanov, academician-secretary of the Department of Energy and Energy Technologies of the NAS of Ukraine, academician of the NAS of Ukraine Andriy Rusanov, deputy academician-secretaries of the Department, academician of the NAS of Ukraine Andriy Zharkin, and corresponding members of the NAS of Ukraine Hennadiy Zhuk and Zhanna Petrova, scientific secretary of the Section of Physical-Technical and Mathematical Sciences of the NAS of Ukraine, Doctor of Technical Sciences Serhiy Bespalov, and scientific secretary of the Department of Energy and Energy Technologies of the NAS of Ukraine, Candidate of Technical Sciences Vladyslav Titko, made a working visit to the Institute of General Energy of the NAS of Ukraine.

The Institute is a unique scientific institution that holds leading positions in solving general problems of energy development; forecasting and forming fuel and energy balances; increasing energy efficiency in the production, processing, and use of fuel and energy resources; developing the country's energy strategy; implementing market relations in energy considering current and forecasted conditions of the country's economy and its energy sector.

The Director of the Institute, academician of the NAS of Ukraine Vitaliy Babak, informed the delegation members about the institution's activities, its structure, personnel potential, and main research directions, highlighted key achievements in scientific, expert, and publication fields, cooperation of scientists with government authorities, organizations, and industrial enterprises, work with young scientists, international activities, including cooperation with the International Institute for Applied Systems Analysis (IIASA, Austria), as well as current challenges and ways to overcome them, and outlined the further development prospects of the Institute.

Significant attention during the visit was given to the scientific laboratories of the Institute. The Academy's leadership visited the laboratory of energy audit and analysis of energy system parameters. The Institute's scientists, who are certified energy auditors, conducted a comprehensive analysis of the energy efficiency of the "Akademichnyi" hotel complex using an improved methodology. This made it possible to create a basis for making justified management decisions regarding its energy modernization and optimization of operating costs, as well as improving environmental indicators.

The Academy's leadership also familiarized themselves with the results of the laboratory of energy supply and control systems, established with the support of the President of the NAS of Ukraine, academician Anatoliy Zahorodniy.

The Deputy Director for Scientific and Organizational Work of the Institute, head of the Department of Forecasting the Development of the Electric Power Complex, Doctor of Technical Sciences Artur Zaporozhets, acquainted the Academy leaders with the scientific achievements of the Institute's young scientists, who, under a NAS of Ukraine grant for the research laboratory of young scientists of the NAS of Ukraine, created the software and information complex "GreenPowerAtlas" for automated collection and processing of retrospective satellite meteorological data using basic arrays from The POWER (NASA) and an adaptive interface. This enabled the development of a methodology for operational spatiotemporal assessment of the generation potential of wind and solar power plants for the needs of distributed generation design and increasing the resilience of the energy system under critical loads. A certificate of copyright registration for the computer program was obtained. The complex is prepared for commercial use.

Young scientists from the Department of Forecasting the Development of the Electric Power Complex and the Department of Forecasting Energy Efficiency and Prospective Fuel and Energy Balances, PhDs Andriy Bosak and Dmytro Matushkin, shared the results of scientific work on managing electric vehicle charging stations in a microgrid with solar generation. This work received the President of Ukraine's Award for Young Scientists in 2025.

The head of the Department of Transformation of the Fuel and Energy Complex Structure, corresponding member of the NAS of Ukraine Oleksandr Novoseltsev, introduced the guests to the scientific results of developing forecast directions for transforming the fuel and energy complex structure in the post-war period under conditions of low-carbon economic development of the country and the formation of its fuel and energy balances.

The Deputy Director for Scientific Work of the Institute, head of the Department of Monitoring and Diagnostics of Energy Facilities, Doctor of Technical Sciences Svitlana Kovtun, emphasized new achievements related to the development of theory and the creation of methods and tools for monitoring the technical condition and environment of energy facilities and systems, increasing their efficiency to extend resource life and ensure optimization of operating modes, as well as creating and studying innovative methods and systems for diagnosing the technical condition of energy equipment.

A young scientist from the Department of Transformation of the Fuel and Energy Complex Structure, Candidate of Technical Sciences Dmytro Karpenko, presented the results of scientific research by young scientists of the NAS of Ukraine on the use of artificial intelligence in building energy supply systems.

Members of the delegation communicated with the Institute's young scientists, noting that the institution particularly focuses on rejuvenating its scientific staff.

During discussions following the visit, fruitful work was noted in attracting and supporting young scientists and graduate students, creating new laboratories, and the high publication activity of the Institute's scientists. Key factors for the Institute's further development were identified as improving the experimental base and expanding international cooperation.

The President of the National Academy of Sciences of Ukraine, academician of the NAS of Ukraine Anatoliy Zahorodniy, highly appreciated the activities of the Institute of General Energy of the NAS of Ukraine, thanked the institution's scientists for their fruitful work, significant scientific achievements, and active position both within the Academy and beyond. The head of the NAS of Ukraine also noted the Institute's significant contribution to the development of Ukraine and Ukrainian energy, particularly in ensuring the energy security and independence of our state.
