On June 25, 2026, the All-Ukrainian Scientific and Practical Conference "The Constitution of Ukraine as the Basis for the Strategic Development of Legislation in the Context of European and Euro-Atlantic Integration" was held at the Institute of Legislation and Scientific-Legal Expertise of the NAS of Ukraine, dedicated to the 30th anniversary of the adoption of the Constitution of Ukraine. The event was devoted to reflecting on the role of the Constitution of Ukraine as a fundamental act of state-building and the legal foundation for the further strategic development of national legislation amid modern security challenges, European integration, and deepening Euro-Atlantic cooperation.
The meeting was opened by the Director of the Institute of Legislation and Scientific-Legal Expertise of the NAS of Ukraine, Corresponding Member of the NAPS of Ukraine, Doctor of Law Oleksiy Kot. In his welcoming speech, he emphasized the decisive importance of the Constitution of Ukraine for the formation of the modern legal system of the state, ensuring the stability of legislative processes, and developing strategic guidelines for the development of Ukrainian legislation.
With a welcoming address to the conference participants, Academician of the NAS of Ukraine, member of the Presidium of the National Academy of Sciences of Ukraine, and Chairman of the Scientific Coordination Council on Legislative Activities under the Presidium of the NAS of Ukraine, Serhiy Pyrozhkov, spoke. He highlighted the special role of strategic legal planning based on the provisions of the Constitution of Ukraine amid the transformation of state institutions, contemporary geopolitical challenges, and the need to strengthen the scientific support of legislative activities.
The participants were also greeted by the Permanent Representative of the Verkhovna Rada of Ukraine to the Constitutional Court of Ukraine, People's Deputy of Ukraine Maksym Dyrdin, who drew attention to the importance of constitutional control and parliamentary support for the processes of updating Ukrainian legislation.
A welcoming speech was also delivered by the Deputy Chair of the Scientific Advisory Council under the Chairperson of the Verkhovna Rada of Ukraine, Academician of the NAPS of Ukraine, Doctor of Law Nataliya Kuznetsova. She noted the importance of scientific support for legislative activities, especially in the context of adapting national legislation to the acquis communautaire (legal system) of the European Union.
Within the scientific part of the conference, the Executive Director of the Ukrainian Helsinki Human Rights Union, Oleksandr Pavlichenko, presented a special report titled "Constitutional Human Rights in Wartime Conditions". He analyzed the peculiarities of the implementation and permissible limits of restricting constitutional human rights and freedoms under martial law, paying special attention to the need to maintain a balance between national security needs, the rule of law principle, and Ukraine's international human rights obligations.
The Chief Researcher of the Institute of Legislation and Scientific-Legal Expertise of the NAS of Ukraine, Academician of the NAPS of Ukraine, Doctor of Law, Professor Mykhailo Kostytskyi, delivered a report titled "The Constitution of Ukraine in Historical Perspective: Unity, Development, Prospects". In his speech, he revealed the historical and legal prerequisites for the establishment of Ukrainian constitutionalism, the significance of the Constitution of Ukraine for affirming state independence, and outlined promising directions for its further development.
The Chief Researcher of the Institute of Legislation and Scientific-Legal Expertise of the NAS of Ukraine, Corresponding Member of the NAPS of Ukraine, Doctor of Law, Professor Anatoliy Kolodiy, presented a report titled "The Constitution of Ukraine: Axiological Properties and Modernization". The speaker focused on the value dimension of the Constitution of Ukraine, its role in forming a democratic, social, and legal state, as well as the necessity of constitutional modernization in accordance with contemporary social transformations.
During the professional discussion, conference participants discussed a wide range of issues related to the development of constitutional legislation, strategic planning of legislative activities, ensuring constitutional stability of the state, and further improvement of Ukrainian legislation.
In particular, the Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Academician of the NAPS of Ukraine, Doctor of Law, Professor Oleksandr Skrypnyuk, presented his vision of the adoption of the Constitution of Ukraine on June 28, 1996, as a key stage in the institutionalization of independent Ukrainian statehood and outlined directions for further improvement of the provisions of the Basic Law of Ukraine.
During the event, it was emphasized that the Constitution of Ukraine remains the foundation of the state's legal system, a guarantee of democratic development, the rule of law, protection of human rights and freedoms, as well as a strategic guideline for the modernization of national legislation in accordance with European and Euro-Atlantic standards.
The conference concluded with a summary and a statement on the importance of further scientific reflection on the constitutional foundations of the development of Ukrainian legislation. Participants noted the need to consolidate the efforts of the scientific community, state authorities, and civil society to strengthen Ukrainian statehood, ensure constitutional stability, and affirm Ukraine's European future.
