A competition has been announced for project proposals under the targeted research program of the NAS of Ukraine "Law-making in Ukraine: doctrinal foundations, legal regulation, and implementation practice" in 2026.

According to the order of the Presidium of the NAS of Ukraine dated 12.02.2026 No. 71, the Scientific Council of the Targeted Scientific Research Program of the NAS of Ukraine "Law-making in Ukraine: doctrinal foundations, legal regulation, and implementation practice" announces a competition for projects of the targeted scientific research program of the NAS of Ukraine "Law-making in Ukraine: doctrinal foundations, legal regulation, and implementation practice" for their implementation in 2026.

Competition conditions:

The competition is conducted in accordance with the Regulation on targeted scientific research programs of the NAS of Ukraine and targeted scientific (scientific-technical) projects of the NAS of Ukraine, approved by the resolution of the Presidium of the NAS of Ukraine dated 19.12.2018 No. 340 (as amended by the resolutions of the Presidium of the NAS of Ukraine dated 05.01.2021 No. 9 and 22.12.2021 No. 418) (hereinafter – the Regulation):

According to the concept of the targeted program (attached), approved by the resolution of the Presidium of the NAS of Ukraine dated 26.12.2024 No. 513, the goal of the program is the fulfillment by the National Academy of Sciences of Ukraine of the tasks assigned by the Law of Ukraine "On Law-making Activity" regarding the substantiation and forecasting of directions of law-making activities through the preparation of a Scientific Concept for the Development of Legislation of Ukraine, conducting independent legal (juridical) expertise of draft laws, in particular for their compliance with European Union law.

Main problem-thematic sections of the program:

1. Doctrinal and applied aspects of improving, organizing, and systematizing the legislation of Ukraine (issues of ensuring the systematic nature of sources of law in Ukraine, revealing the main principles of forming the legislative system, filling gaps, eliminating conflicts, repealing multiplicity of laws, outdated norms, implementing the functions of law-making in the legislative process (in particular, specification (detailing) of legislation and adaptation of legislation to EU law));

2. Research of problematic aspects of drafting norms as a tool to ensure quality, effectiveness, systematization of legislation, and regulatory capacity of normative legal acts (issues of systematic presentation of normative legal provisions, improvement of legal technology in the field of law-making, and ensuring the regulatory capacity of normative legal acts to organize social relations and ensure law and order in the context of building a rule-of-law state considering integration processes);

3. Codification of legislation as a form of its systematization (issues of creating unified, innovative, harmonious legislative acts through analysis of social relations to establish effective and efficient legislation that meets social needs);

4. Substantiation and forecasting of directions of law-making activities in the scientific concept for the development of legislation of Ukraine (definition of the algorithm for preparing the Scientific Concept for the Development of Legislation of Ukraine and development of sectoral legislation development concepts);

5. Development of sectoral legislation development concepts reflecting a principled approach to regulating social relations, the goal and tasks of legal regulation, as well as anticipated socio-economic and other consequences of its implementation in case of adoption of a normative legal act (issues of establishing existing needs for legal regulation of social relations and prioritization of adoption of normative legal acts);

6. Eurointegration component of law-making activity (issues of substantiating approaches to forming a unified legal space with EU member countries, issues of control over the compliance of draft normative legal acts with EU law);

7. Theoretical and applied foundations of legal expertise of draft normative legal acts and preparation of expert opinions (issues of the procedure for conducting legal (juridical) expertise and criteria for evaluating the content of draft laws, conducting their systemic legal assessment, in particular establishing all substantive connections of provisions of the draft normative legal act with norms contained in other normative legal acts, participation in the preparation of proposals, comments, and recommendations during the refinement process of normative legal acts);

8. The role of legal monitoring in ensuring the quality of normative legal acts and the effectiveness of legal regulation of social relations (issues of assessing the impact of a normative legal act on social relations, methodology for conducting legal monitoring reflecting the system of criteria for the effectiveness of legislation during its implementation, key among which are the purpose of adopting the normative legal act and the effectiveness of the mechanism of its regulatory influence on relevant legal relations).

Acceptance and registration of competition applications are carried out by the Scientific Council of the targeted program.

The applicant submits (with a cover letter signed by the head of the institution) the following package of documents in two copies and in electronic form in Ukrainian:

1.      Request for project funding in the form according to Appendix 5 to the Procedure for forming topics and controlling the implementation of scientific research at the National Academy of Sciences of Ukraine, approved by the resolution of the Presidium of the NAS of Ukraine dated 19.12.2018 No. 339 (as amended).

The formation and printing of the request must be carried out using the Distributed Information Technology for supporting scientific and organizational activities (DIT SOA) of the NAS of Ukraine.

2.      Extract from the minutes of the meeting of the academic council of the NAS institution approving the project.

Documents for participation in the competition are accepted until March 16, 2026 (inclusive) at the address: Kyiv, Volodymyrska St., 54, Department of History, Philosophy, and Law of the NAS of Ukraine, room 446 (phone for inquiries: (044) 239-65-82).

A competition participant has the right to withdraw the submitted request within the above-mentioned deadline.

Requests submitted after the deadline, not prepared according to established requirements, as well as requests that do not meet the announced competition conditions, will not be admitted to the competition.

After the deadline for submission of requests, the Scientific Council of the targeted program conducts a preliminary review of the requests and attached documents and determines the list of projects admitted and not admitted to the competition.

Within one month after the deadline for submission of documents, the Scientific Council of the targeted program ensures the scientific expertise of the requests admitted to the competition, prepares proposals for competitive selection of projects, and coordinates them with the Section of Social and Humanitarian Sciences of the NAS of Ukraine.

Requests are reviewed taking into account the following main criteria:

compliance of the project’s goals and objectives with the concept of the targeted program;

justification of the novelty of the project, its advantages compared to existing analogues;

completeness of the description of the scientific output to be created, expected results of the project implementation;

prospects for implementation (use) of the project results.

The list of projects selected through the competition is submitted for approval to the Presidium of the NAS of Ukraine.
