In accordance with the resolution of the Presidium of the NAS of Ukraine dated 29.05.2026 No. 193 "On holding a competition for scientific and scientific-technical (experimental) works under the budget program CPCVK 6541230 for 2027-2028" and in accordance with the Procedure for competitive selection of scientific and scientific-technical works for financing under the budget program CPCVK 6541230 "Support for the development of priority areas of scientific research," approved by the resolution of the Presidium of the National Academy of Sciences of Ukraine dated 29.05.2024 No. 229 (as amended), the NAS of Ukraine announces a competition for conducting scientific and scientific-technical (experimental) works in the direction of using budget funds "Support for priority scientific research and scientific-technical (experimental) developments important for the state" under the budget program "Support for the development of priority areas of scientific research" (CPCVK 6541230) for 2027-2028.
The competition is held to select and implement relevant scientific and scientific-technical works of the NAS of Ukraine institutions aimed at solving problems of defense and national security of Ukraine, its post-war recovery, in the following priority areas approved by the resolution of the Presidium of the NAS of Ukraine dated 29.05.2026 No. 193 "On holding a competition for scientific and scientific-technical (experimental) works under the budget program CPCVK 6541230 for 2027-2028":
Section of Physical-Technical and Mathematical Sciences of the NAS of Ukraine
- 1. Mathematical modeling of processes and systems for defense and security purposes and intelligent information and communication technologies.
- 2. Mechanics of rocket-space, aviation, and energy systems, materials, and structures for defense and state security needs.
- 3. Radio-electronic, optical, and radiation technologies for state security and defense.
- 4. Innovative materials for import substitution: methods and technologies of their production, joining, processing, and diagnostics for defense and security needs, strategic industries, medicine, and critical infrastructure restoration.
- 5. Innovative technologies for the search, extraction, processing, and use of strategic, critical, key mineral resources, and groundwater to strengthen security and restore the state economy.
- 6. Advanced technologies and systems to ensure the resilience, security, efficiency, and restoration of Ukraine's energy sector.
Section of Chemical and Biological Sciences of the NAS of Ukraine
- 7. Development of new chemical substances, materials, processes, and technologies for their production for the basic sectors of the economy and the military-industrial complex.
- 8. Development of innovative biological, biomedical, diagnostic tools and technologies to ensure state security during wartime and post-war periods.
- 9. Development of modern approaches, methods, and technological foundations of biological, environmental, and food security under martial law and post-war reconstruction of Ukraine.
Section of Social and Humanitarian Sciences of the NAS of Ukraine
- 10. Prospects for socio-economic security and development in human-centered, institutional, infrastructural, market-diversified, and regionally organized relations.
- 11. Socio-humanitarian strategies for forming Ukraine’s security space: historical, political, and ethno-cultural contexts of geopolitical reality.
Competition Conditions
A mandatory condition for participation in the mentioned competition is that the institution and subdivision preparing the request belong to category A (having significant scientific and practical results of their activities recognized at the international and highest national level) based on the results of the evaluation of the institution's performance conducted according to the Methodology for evaluating the performance of scientific institutions of the National Academy of Sciences of Ukraine, approved by the resolution of the Presidium of the NAS of Ukraine dated 15.03.2017 No. 75 (as amended), and passing state attestation.
The duration of scientific and scientific-technical works should be from one to two years. The approximate funding volume for one scientific or scientific-technical work should be 4.8 million UAH per year.
Acceptance and registration of applications for participation in the competition are carried out by the NAS of Ukraine sections according to the specified priority areas until the end of the working day on July 17, 2026:

The application for participation in the competition must include a package of documents, namely:
- a request for financing scientific or scientific-technical work, prepared in the RID NOD NAS of Ukraine system according to Appendix 5 to the Procedure for forming topics and controlling the execution of scientific research in the National Academy of Sciences of Ukraine, approved by the resolution of the Presidium of the NAS of Ukraine dated 19.12.2018 No. 339 (as amended), in one copy in a binder indicating the priority direction under which the work will be performed, the institution, the title of the work, as well as its scientific supervisor;
- an extract from the protocol of the meeting of the academic (scientific-technical) council of the NAS of Ukraine institution approving the scientific or scientific-technical work;
- an expert opinion on the possibility of publishing the materials of the request for conducting a scientific project and the results of the scientific project in open print (except for requests submitted under priority directions 10, 11);
- a cover letter from the institution performing the work;
- letters of support (if available) for the specified work from interested ministries, agencies, or enterprises – potential consumers of the created scientific-technical products.
A scientific worker may act as the supervisor of only one scientific or scientific-technical work submitted to the competition.
Applications submitted late and/or incomplete are not accepted or registered.
Application Review and Competition Results Timeline
The competitive selection of scientific and scientific-technical works will be carried out by competition commissions according to priority directions by October 31, 2026 in accordance with the Procedure for competitive selection of scientific and scientific-technical works for financing under the budget program CPCVK 6541230 "Support for the development of priority areas of scientific research," approved by the resolution of the Presidium of the National Academy of Sciences of Ukraine dated 29.05.2024 No. 229, based on the results of scientific expertise of requests considering the focus of the work on solving defense and national security problems of Ukraine and restoring its economy in the post-war period, as well as compliance of submitted requests with competition conditions, the presence of justification for funding needs, and detailed cost calculations.
Preference will be given to applied scientific research (the share of applied research and scientific-technical (experimental) developments selected through the competition should be at least 80% of the total number of works).
The NAS of Ukraine sections, based on the results of reviewing proposals by competition commissions by priority directions, by November 15, 2026, will submit the competition results for scientific and scientific-technical works for approval by the Presidium of the NAS of Ukraine.
The competition results approved by the decision of the Presidium of the NAS of Ukraine, indicating the execution terms and performers of each work, will be published on the NAS of Ukraine website no later than five working days after the decision is made.
Work Execution Procedure
The total funding volume of the competition depends on the size of budget allocations provided in the state budget for the respective year for financing the National Academy of Sciences of Ukraine under the budget program "Support for the development of priority areas of scientific research" (CPCVK 6541230).
Funding of scientific and scientific-technical works is carried out based on a contract concluded between the institution and the NAS of Ukraine for the execution of this work for the respective year (work stage) (Appendix 4 to the Procedure for forming topics and controlling the execution of scientific research in the National Academy of Sciences of Ukraine, approved by the resolution of the Presidium of the NAS of Ukraine dated 19.12.2018 No. 339 (as amended)), an integral part of which is the technical assignment for the contract duration. The contract is concluded annually after the institution is informed of the approved funding volumes for the work for the respective year and serves as the basis for providing appropriations for the execution of this work.
