Scientists of the Research Center for Industrial Development Problems of the NAS of Ukraine participated in the preparation of an analytical report on how Ukrainian communities restore the provision of public services during the war.
The study was carried out in cooperation with the United Nations Industrial Development Organization (UNIDO) – a specialized UN agency engaged in industrial and economic development.
The work involved the Center’s director, Doctor of Economics Viktoriya Khaustova, head of the macroeconomic analysis and forecasting sector, Doctor of Economics Olha Ilyash, and head of the industrial policy and energy security department, Doctor of Economics Tetyana Salashenko. They acted as national experts on industrial development in Ukraine.
The study covered 30 territorial communities in various regions of the country. More than 350 documents were analyzed, and 60 consultations were held with representatives of local authorities, municipal enterprises, businesses, and relevant organizations.
As a result, the following were prepared:
community profiles;
analytical conclusions;
practical recommendations for restoring the public service system.
The report covers key aspects of community work – from the legislative framework and staffing capacity to finance, economy, and international cooperation. It also identifies specific steps to strengthen the capacity of municipalities in the short and medium term.
The research results were presented in Vienna at the UNIDO office. During the discussion, the main challenges for communities and possible support tools were outlined, including the development of specialized analytical platforms and support for local projects.
This work became part of broader cooperation between the Center and UNIDO in 2022-2026, within which Ukrainian scientists are involved in programs for industrial recovery and community development.
