Scientists from the G.Ye. Pukhov Institute for Modeling in Energy Problems of the NAS of Ukraine participated in the Kyiv International Cyber Resilience Forum 2026, which took place on February 19–20 in Kyiv and was dedicated to the protection of critical infrastructure from hybrid threats in the context of full-scale war.
The forum was attended by the Deputy Director for Scientific Affairs, Doctor of Technical Sciences Volodymyr Yevdokimov, and leading research associates, Doctors of Technical Sciences Vitaliy Zubok and Lyudmyla Kovalchuk. Vitaliy Zubok served as the moderator of one of the panel discussions, which included representatives from the public sector, business, and the international expert community.
The key topic of the panel discussions was the combination of cyberattacks with missile strikes on energy and communication facilities. Participants examined the readiness of response protocols for scenarios involving simultaneous destruction of the physical and digital components of infrastructure, particularly under conditions of loss of network connectivity and backup control channels. Significant attention was paid to the problem of operating outdated equipment, whose modernization is complicated, and the possibilities of integrating modern monitoring systems over existing architectures using multi-layered protection principles.
A separate block of discussions concerned the implementation of the NIS2 Directive, the distribution of responsibility between the state and private operators, as well as the transition from formal compliance to risk-oriented management of the continuity of vital services. Participants emphasized the need to systematize Ukrainian experience in countering complex hybrid attacks as a component of the future architecture of European cyber resilience.
In this direction, the G.Ye. Pukhov Institute for Modeling in Energy Problems of the NAS of Ukraine is a co-executor of the international project AGILE (AGnostic risk management for high Impact Low probability Events), funded by the European Commission under the Horizon Europe program. The project aims to develop a methodology for stress-testing complex cyber-socio-technical systems for which it is impossible to create a full digital twin. During such tests, system operators, regulators, and other stakeholders model crisis scenarios, assess cascading effects, and determine approaches for rapid infrastructure recovery.
The practical developments of AGILE are also used in the international project IMPRESS-U (Adaptive Infrastructure Recovery from Repeated Shocks through Resilience Stress Testing in Ukraine), implemented with the support of the U.S. National Academy of Sciences and the U.S. Office of Naval Research.
Within another panel dedicated to legal aspects and challenges in the field of cryptocurrency, Volodymyr Yevdokimov and Lyudmyla Kovalchuk presented a report titled "Architecture of the New Energy System: How Blockchain Ensures the Integration of Decentralized Electricity Generation with a Decentralized Energy Market." The scientists outlined approaches to creating decentralized electricity markets, particularly based on renewable generation and energy storage systems, using blockchain as a platform for energy resource sales. Among the proposed solutions is the concept of a token tied to the value of energy resources, which can expand investment opportunities for the development of distributed generation and contribute to the formation of a resilient energy system.
The corresponding results were obtained within the project "Development of Distributed Energy under the Conditions of the Ukrainian Electricity Market Using Digitalization Technologies and Systems," carried out under the priority state scientific research and development support program with budget code КПКВК 6541230. The work aims to strengthen the role of consumers in production, storage, and energy balancing using modern digital technologies and smart contracts, which increases the reliability of electricity supply and expands the possibilities for balancing the united energy system of Ukraine.
Reference. The Kyiv International Cyber Resilience Forum was founded in 2023 on the initiative of the National Cybersecurity Coordination Center under the National Security and Defense Council of Ukraine in cooperation with CRDF Global and with the support of the U.S. Department of State. The organization of the forum involves the Ministry of Foreign Affairs of Ukraine, the Security Service of Ukraine, the Ministry of Defense of Ukraine, and the Ministry of Digital Transformation of Ukraine.
