The National Academy of Sciences of Ukraine, in accordance with the Law of Ukraine "On Higher Education," announces a competition for the position of Rector of the Kyiv University of Law of the National Academy of Sciences of Ukraine.
According to the Methodological Recommendations on the Features of the Electoral System and the Procedure for Electing the Head of a Higher Education Institution, approved by the Cabinet of Ministers of Ukraine Resolution No. 726 dated December 5, 2014 (as amended), candidates for the position of head of a higher education institution may be nominated by the labor collective of the higher education institution or its structural unit, the primary trade union organization of employees and students of the higher education institution, as well as by self-nomination.
A person cannot be nominated as a candidate for the position of head of a higher education institution in cases provided for by part two of Article 42 of the Law of Ukraine "On Higher Education".
A candidate for the position of head of a higher education institution must have proficiency in the state language according to the level determined by the National Commission on State Language Standards, hold an academic title and scientific degree, have at least 10 years of work experience in scientific and pedagogical positions, and be a citizen of Ukraine. The same person cannot serve as the head of a higher education institution for more than two terms.
When submitting proposals to the Department of History, Philosophy, and Law of the NAS of Ukraine regarding candidates for the position of Rector of the Kyiv University of Law of the National Academy of Sciences of Ukraine, the following candidate documents must be attached:
1. An application for participation in the competition addressed to the founder, indicating whether or not the restrictions established by part two of Article 42 of the Law of Ukraine "On Higher Education" apply to the candidate;
2. A personal record sheet with a photograph sized 3 x 4 centimeters;
3. An autobiography (must contain a comprehensive yet concise description of life, education, and activities in chronological order, as well as information about marital status and family composition);
4. Copies of the taxpayer registration number, the first page of the passport (certified by the candidate), employment record book (if available) or information about employment from the register of insured persons of the State Register of Compulsory State Social Insurance, copies of documents on higher education, scientific degree, and academic title;
5. A list of scientific works;
6. A copy of the state certificate on the level of proficiency in the state language issued by the National Commission on State Language Standards;
7. A certificate of passing preliminary, periodic, and unscheduled psychiatric examinations in the prescribed form;
8. A certificate of no criminal record;
9. A certified copy of the certificate of verification results issued by the body where such verification was conducted, or a written statement addressed to the founder stating that the prohibitions defined by part three or four of Article 1 of the Law of Ukraine "On Purification of Power" do not apply to the candidate, in the form approved by the Cabinet of Ministers of Ukraine Resolution No. 563 dated October 16, 2014 "Certain Issues of Implementation of the Law of Ukraine 'On Purification of Power'," and consent to undergo verification and to the disclosure of information about the candidate in accordance with the mentioned Law;
10. A declaration of the candidate for the position submitted in accordance with part three of Article 45 of the Law of Ukraine "On Prevention of Corruption," provided that the person has not submitted an annual declaration for the previous year;
11. A written consent to the collection and processing of personal data.
Copies of documents submitted by the candidate (except for the passport copy, which is certified by the candidate) must be certified in the prescribed manner.
Submission of candidates' documents is carried out by the Department of History, Philosophy, and Law of the NAS of Ukraine within two months from the date of publication of the announcement – until 18:00 on June 9, 2026 at the address: 54 Volodymyrska Street, Kyiv.
