A technical standardization committee "Quantum Technologies" will be established based at the Institute of Information Technologies and Systems of the NAS of Ukraine. This decision was made on June 26, 2026, following the round table "Social significance of creating the technical standardization committee 'Quantum Technologies'," organized on the initiative of the Institute with the support of the SE "Ukrainian Scientific Research and Training Center for Standardization, Certification and Quality".
The participants discussed the prospects for the development of quantum technologies in Ukraine and the need to create a modern system for their standardization. Special attention was paid to the scientific, technological, economic, and security aspects of the industry's development, as well as the priority steps for forming the national regulatory framework.
The round table was attended by Oleksandr Kordyuk, Academician of the NAS of Ukraine, Director of Kyiv Academic University, Anton Shchelkunov, Deputy General Director for science of the State Enterprise "Ukrainian Scientific Research and Training Center for Standardization, Certification and Quality" (SE "UkrNDNC"), Vadym Konoval, Director of the Directorate for Cybersecurity and Cloud Services of the Ministry of Digital Transformation of Ukraine, Anton Kudin, Corresponding Member of the NAS of Ukraine, chief expert of the Security Department of the National Bank of Ukraine, Ruslan Dovzhenko, representative of the Ministry of Defense of Ukraine, Andriy Semenov, Corresponding Member of the NAS of Ukraine, leading researcher of the M.M. Bogolyubov Institute for Theoretical Physics of the NAS of Ukraine, and representatives of other institutions of the National Academy of Sciences of Ukraine, central executive authorities, higher education institutions, research institutions, specialized technical standardization committees, enterprises, and public organizations as well.
Oleksandr Volkov, Director of the Institute, delivered the keynote report. He presented current global trends in the development of quantum technologies, analyzed international standardization experience, including the activities of the joint technical committee ISO/IEC JTC 3 Quantum Technologies, and substantiated the need to create a specialized technical committee in Ukraine. He emphasized that standardization is one of the key tools for implementing innovations, ensuring compatibility of technological solutions, developing international cooperation, and integrating Ukrainian developments into the global scientific and technological space.
During the discussion, participants also focused on the prospects for the development of quantum computing, quantum communications, quantum cryptography, quantum sensors, metrology, and software. It was noted that these areas will have a decisive impact on the development of science, digital economy, industry, cybersecurity, and the country's defense capability, and their effective development requires a regulatory framework harmonized with international standards.
Following the results of the round table, participants unanimously supported the establishment of the technical standardization committee "Quantum Technologies" in Ukraine, which will coordinate standardization work in this field and ensure Ukraine's representation in the ISO and IEC international activities. It is expected that the Institute of Information Technologies and Systems of the NAS of Ukraine will perform the secretariat functions of the new technical committee, as it possesses the necessary scientific potential, personnel resources, and experience in organizing work in the field of standardization.
