The Cabinet of Ministers of Ukraine approved a resolution on the approval of the Procedure for the distribution of funds for financing the core activities of state scientific institutions and scientific research of higher education institutions based on the results of state attestation.
The total amount of funding distributed based on the results of state attestation is over 3 billion UAH. The funds will be directed, in particular, to bonuses to scientists' salaries, the development of research infrastructure, and the purchase of modern scientific equipment.
To implement the government decision, the Ministry of Education and Science of Ukraine approved the distribution of funds for financing scientific and scientific-technical activities of higher education institutions and state scientific institutions classified into groups A and B based on the results of state attestation.

To receive funding, higher education institutions and scientific institutions must submit the necessary data and documents. In particular, if not connected to the Treasury network of fund recipients, the Ministry of Education and Science must join it and open the appropriate account.
Also, in the National Electronic Scientific Information System (URIS), it is necessary to fill in the planned indicators of staff numbers for 2026, prepare a development plan for research infrastructure, and, if needed, form a thematic plan of initiative scientific research works. Equipment procurement plans must be agreed upon with the Ministry of Education and Science in the URIS system by June 1, 2026, and procurement procedures must start no later than July 1, 2026.
Soon, the Ministry of Education and Science will hold a webinar for employees of research departments and scientific-organizational services, during which the mechanism of financing research and development in 2026 will be explained. It is suggested to formulate the most important questions in advance and send them via the appropriate form. In the second half of March, access to modules for submitting the necessary information will also be opened in the URIS system.
