Dear President Julian Revalski,
At this difficult time for Ukraine and the entire Ukrainian people we are deeply touched by your strong support and condemnation of the Russian Federation's aggression against Ukraine.
The National Academy of Sciences of Ukraine is very grateful to Bulgarian Academy of Sciences for such support and solidarity. It is extremely important for us to know that the war against Ukraine started by Russia finds an adequate assessment of the world's scientific community. The civilized world must stop the aggressor. Your support strengthens our faith in victory.
At the same time, we were informed that Russian institutions continue to participate in scientific events, hold under the auspices of the Bulgarian Academy of Sciences and with the support of the European Union, in particular, the 14th Workshop "Solar Influences on the Magnetosphere, Ionosphere and Atmosphere" (6-10 June 2022, Primorsko).
Appeals of Ukrainian scientists in this regard to reject Russian scientists in the Workshop participation and exclude from Editor Board and Scientific Organizing Committee were ignored.
There is no doubt that science must be politically independent. But the war that kills civilians, children included, the war in which the aggressor tests novel weaponry and uses weapons of mass destruction against peaceful communities and social infrastructure is no politics at all. Science does not have boundaries but it does have values, human morality and generally accepted norms of modern civilization.
May I draw your attention to the fact that in view of such understanding many world-known scientific centers and organizations (for example, the European Organization for Nuclear Research (CERN), Max Planck Society etc.) stopped their collaboration with Russia and prestigious conferences do not accept conference registrations from scientists affiliated to a Russian or Belarussian institution (see, 48-th EPS Conference on Plasma Physicshttps://www.epsplasma2022.eu/registration).
We call on all scientists of the planet to join forces, to put in the best effort and do everything possible to protect Ukraine, protect Europe and the democratic world from the bloody Russian military aggression against the entire civilized mankind.
We call on the Bulgarian Academy of Sciences, in solidarity with the entire world's scientific community, to stop any cooperation with scientific institutions of the Russian Federation in the name of peace and progress. We are confident that such a decision will find the support of the entire progressive scientific community.
