Founded on September 27, 1990.
The Institute was set up to develop the necessary environment for addressing priority research subjects in radio electronics to support the country’s national economy progress (in accordance with the ordinance issued by Military and Economy Board under the USSR Council of Ministers to comply with the Ukrainian Ministry of Higher Education resolution № 101/23 of August 16, 1990). On the date of its foundation, the Institute was named ‘TOR’ Scientific and Research Institute of Radioelectronic Equipment. In 2000 it was renamed as Scientific and Research Institute for Telecommunications.
The Institute is engaged in R&D activities in such top-priority area as novel computer means and technologies of information society. Within this line of research, the Institute serves as a coordinating body for implementing the State R&D program ‘Telecommunications systems and information resources’.
Scientific and Research Institute is located in building № 30 of the National Technical University of Ukraine ‘Kyiv Polytechnical Institute’. It incorporates 8 research divisions and a laboratory of educational facilities. The Institute is a theoretical and practical base for successful training of bachelors, specialists and masters majoring in such fields as ‘Technologies and means of telecommunications’, ‘Telecommunications systems and networks’, ‘Information communication networks’, as well as ‘Communications means design’, ‘Satellite telecommunications technologies’. The Institute also hosts an academic board granting candidate-of-science (PhD) and doctor-of-science (Dr.Sc.) degrees in telecommunications and radio engineering.
Theoretical research and practical developments are carried out by over 50 full-time and approximately 60 part-time employees, including lecturers, scientists, doctoral students, post-doctoral researchers, and undergraduate students; a NAS corresponding member, 9 doctors of science and 19 candidates of science are among them.
In total, the Institute has implemented about 40 R&D projects. Its scientists hold over 100 patents and copyright certificates, they have published more than 500 research papers, 25 monographs and textbooks. Their research results have been presented at numerous scientific conferences, including 30 international ones. As of July 2008, 5 doctor-of-science and 20 candidate-of-science theses have been successfully defended. Undergraduate students also participate in R&D projects. The work ‘Information telecommunications systems employing microwave technology and special-purpose hardware’ was awarded the State Prize of Ukraine in Science and Technology (President of Ukraine Decree № 1458/2004 of December 4, 2004). Leading scientists of the Institute have also won NAS Prizes and merit certificates, as well as high State awards.
