Set up by a joint resolution of October 9, 1991 of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine.
The basic research lines of the Institute are:
- fundamental and applied research in the field of machine intellect systems, including computer linguistics;
- development and introduction of intellectual computer hardware and robotics systems and devices of new generations;
- development of intellectual information&training systems with the use of novel computer technologies and advanced remote-training facilities;
- development and implementation of electronic means of training, cognition and human interaction with the environment.
Principal achievements and developments:
- The general concept and theory of machine intellect systems with the appropriate requirements to engineering, programming and intellectual&conceptual support to their designing and functioning have been developed.
- Basic concepts of machine intellect have been formulated.
- The theory has been refined to design complex intellectual robotics systems with a wide use of computer perception, which distinguish the external speech and visual information obtained from the environment and controlling bodies.
- The theory of speech signals has been developed; on its basis the theory of constructing intellectual systems of language perception, recognition and synthesis has been developed further. The theory of recognizing noise of various origins has been worked out alongside with the concept of people identification and verification by their recorded voices.
- The theory of forming, recognizing and understanding visual scenes and images and the theory of searching for objects on real pictures have been developed.
- The theory of creating a multimedia educational systems has been furthered. Requirements to hardware and the structure of computer encyclopaedias, electronic textbooks as multichannel information-perception means that are natural for humans have been formulated.

The work of the system of recognition of speech is shown by Shelepov Vladislav Jur'evich, doctor of physico-mathematical science, the chief of the speech images recognition department
