Founded on April 10, 1929.

Its basic lines of activities are:

- providing the Department of Earth Sciences and its institutes with regular observation data and experimental site in the zone of recreation, fishery and the major transport corridor near the South Coast of the Crimea for extending the system of geo-environmental monitoring of near-shore land-sea ecotone;

- developing and implementing new technologies to control the environment, biota, dynamics of water and bottom sediments;

- promoting R&D base of operative oceanography, including the Stationary Oceanographic Platform, small scientific-fleet vessels, hydrographic and hydrometeorological observatories.

- building-up Subregional Marine Science-Information Center for data acquisition and exchange in the network of Mediterranean Global Ocean Observing System (MedGOOS), forming and supplying information resources (data and knowledge bases).

Main developments and achievements:

A concept of sea observation system in ecologically&geodynamically active sea-land boundary zone near the South Coast of the Crimea (Katsively settlement) has been developed; it is based on operating structure elements of locally distributed engineering network of the Department, including the stationary network of hydrometeorological and oceanographic observation systems, small scientific-fleet vessels and the base for operative supply of multipurpose Marine Experimental Site. Due to the efficiency level achieved, it was officially included in the EUROPEAN SEA LEVEL SERVICE (ESEAS) observation system, which provides researchers with direct access to global scientific resources of ESEAS system through Internet.

On the basis of observation-data processing and analysis, an assessment has been made of the trends in long-term variations of the Black Sea level. The effect of the global climate change on the Black Sea level has been analyzed. In this context, considered were aspects of global warming caused by increased carbon dioxide release to the Earth's atmosphere, as a result of greenhouse effect.

A technology and technical means for sea-level measuring, employing space antenna gauges of MedGloss sea level station – a new-generation station – and those of standard sea level station have been produced. They have been implemented as a structural element of the basic development ‘Technology of controling the state of sea ecosystems in the near-shore zone’ at the Department’s Marine Experimental Site near the South Coast of the Crimea (Katsiveli settlement).
